Before 5e, the challenge rating was directly tied to the character level of your NPC. It is no surprise then that many of us fall into the same trap in 5e, and teach others to do so. The thing is... NPC's are not player characters. I know that sounds obvious, but it means they do not have to follow the same rules for their creation.
