How the Gyalsung Academy and Improved Infrastructure Are Reshaping Life in Wangdue’s Highlands

Tucked away in the highlands of Wangdue, Bhutan, the once-quiet village of Khotokha is undergoing a dramatic transformation. For decades, Khotokha was known for its picturesque landscapes, potato farms, and remote charm. With poor infrastructure and limited economic opportunities, life in the village moved at a slow and steady pace.
But today, Khotokha is on the brink of a new era, fueled by modern development, improved connectivity, and the arrival of the Khotokha Gyalsung Academy. This transformation is not just changing the village’s physical landscape but is also reshaping the livelihoods of its people.
A Catalyst for Change: The Gyalsung Academy
The Khotokha Gyalsung Academy is one of four national training centers established under Bhutan’s ambitious Gyalsung program, which aims to equip young Bhutanese with essential discipline, leadership, and technical skills. Its establishment in Khotokha has been a game-changer for the region.
With the academy came new roads, improved infrastructure, and an influx of people, from desuups and trainees to security personnel and trainers. Businesses, which were once nonexistent, are now flourishing, creating jobs and economic opportunities for the local population.
From Rugged Roads to Smooth Highways
Before the academy, traveling to Khotokha was a challenge. The Gewog Centre Road, which stretches from Tekizampa to Khotokha, was poorly maintained, making transportation slow, difficult, and even dangerous—especially during the monsoon season.
"The road has now been blacktopped, making travel much easier and safer," says Kinley Tawchung, Gup of Bjena Gewog. "Earlier, small vehicles could barely make the journey. Now, residents can transport goods efficiently, and businesses are thriving."
This new connectivity has been a game-changer for local farmers, who previously struggled to sell their produce due to transportation difficulties.
"Before, we could only sell potatoes in Phuentsholing, and that too with great difficulty," says a local farmer. "Now, we are growing a variety of vegetables, and buyers—including the academy—purchase directly from us."
This shift has significantly boosted local incomes, allowing farmers to expand their businesses and explore new opportunities.
A Business Boom in Khotokha
The arrival of the Gyalsung Academy has breathed new life into Khotokha’s economy. Where there was once just one small shop in Sobesa, there are now multiple restaurants, grocery stores, and even a karaoke bar—a testament to the growing demand for local goods and services.
"A year ago, there were barely any customers," says Sigay Dem, a businesswoman in Gangrichen, the new commercial hub of Khotokha. "Now, business is booming, and our karaoke bar has become a weekend hotspot."
Over eight new businesses have opened in the area, and local entrepreneurs are already planning further expansions, including farmhouse accommodations for visitors.
The village, which once had only 52 households, is quickly transforming into a lively town with a growing population, rising land prices, and increased commercial activity.
Shelley: From Isolation to Opportunity
Just seven kilometers from Khotokha, the village of Shelley is experiencing a similar economic revival.
For years, Shelley was among the most isolated villages in Wangdue, plagued by poor infrastructure, unreliable electricity, and a weak communication network. Daily life was a struggle, and economic opportunities were scarce.
However, with the development of the Gyalsung Academy, things are changing rapidly. New businesses are sprouting up, and local residents are seeing job opportunities and better living conditions for the first time in decades.
"For years, Shelley was forgotten," says a longtime resident. "Now, it’s becoming a hub of activity, and opportunities are opening up like never before."
With the village’s growing population and rising demand for services, shops, restaurants, and small businesses are thriving. New houses are being built, and land prices have soared, signaling a shift toward long-term growth.
The Gyalsung Effect: A National Milestone
The Khotokha Gyalsung Academy officially opened on September 5, 2024, welcoming its first batch of 2,001 trainees. These young Bhutanese cadets, undergoing intensive national service training, marked a historic milestone with their passing out parade on December 3, 2024.
Soon after, a second batch of 1,800 cadets arrived on December 16, set to complete their training on March 15, 2025. Their presence has further accelerated commercial activity, benefiting local businesses catering to trainees, instructors, and security personnel.
This influx of people has created a ripple effect across multiple sectors—from hospitality and retail to agriculture and construction. The once-isolated Khotokha and Shelley are now emerging as growing economic centers.
A Bright Future for Khotokha and Shelley
Khotokha’s transformation is a powerful example of how development and national initiatives can revitalize rural communities. What was once a quiet, isolated village is now a thriving hub, buzzing with economic activity, growing businesses, and newfound opportunities.
As Bhutan continues to invest in its people and infrastructure, Khotokha and Shelley stand as symbols of progress, resilience, and the bright future ahead.
