There is a big college in a big city.
That college is celebrating 100 years of successful running.
This year they are going to celebrate in a big way.
They are requesting the students to participate in these celebrations whatever they like to do.
Also, the principal and director of the college decided to go in a different way and it should be like that no college did not do like this before.
In the meeting, the college administration declared that the projects which are going to be submitted by students this year should be unique and it should touch the subjects which were not dealt with by anyone in the world in the past. Also, they announced 10 Lakh rupees for the best project submitted by the student from all subjects and all final year students.
Mr. Raman is studying for a Bachelor of Arts final year.
In the class, the politics lecturer announced that all the final year students should submit the project report early before celebrations and requested that the project should be unique and he hopes that the 10 lakh prize will be won by the Department of politics in the college.
Mr. Raman is seriously listening to the lecturer and he feels that that 10 lakhs rupees will be very much useful for his research after passing out the degree.
From that moment onwards he is seriously thinking about how to win the prize.
If he searches the internet, he will get guidance from those who have already worked on the subject, and hence it is not very useful to him in the present context.
He decided to get the main points for his project from present society, how things are moving, and if any change is proposed how it improves the society's living conditions.
He is following the election procedures of how people are voting and members are elected.
How many years they are members and are they fulfilling their promises.
If not done what is the procedure to make him fulfill his promises which he has assured during the election campaign.
How many years a person is continuing as a member even if he is not fulfilling his promises to people of his constituency.
The details for his project work are noted and he wants that it should be submitted in a unique way so that he can get 10 lakh rupees prize money.
He started preparing the project work.
1. How much expenditure the government is spending on elections?
2. Is the purpose of the government fully solved?
3. Is there any control over the elected member to the people who elected him?
4. Is there any way of conducting elections by spending very little so that governments should not feel the burden of conducting elections?
4. Is there any way of conducting elections by spending very little so that governments should not feel the burden of conducting elections?
5. Is exactly 5 years required for a member once elected?
6. If an elected member resigns or dies, is it required to spend again huge money to conduct an election even if the balance period is less than one year.
7. Why only one person declared elected even with a small margin of votes? Why is the second highest member in the contest not considered for a member in case the first person resigns or dies?
Then he analyzed point by point how to submit project reports in a unique and different way.
What he has submitted
1. How much expenditure the government is spending on elections?
Report: Huze money for different elections in different timings.Lot of expenditure for government and the contesting member also.
2. Is the purpose of the government fully solved?
Report: Partially solved. There is no specific procedure to reduce the time period if he is not fulfilling his promises.
3. Is there any control over the elected member to the people who elected him?
Report: No.He has to wait for the next elections to express his opinion.Till that time he has to patiently bear the person.
4. Is there any way of conducting elections by spending very little so that governments should not feel the burden of conducting elections?
Report: No. As per the constitution, this is the only way to be followed by any government.Hence huze expenditure to conduct the election is not avoidable.
5.Is exactly 5 years required for a member once elected?
Report: Most of the members' time period is 5 years as per the constitution.
6.If an elected member resigns or dies, is it required to spend again huze money to conduct an election even if the balance period is less than one year.
Report: In a demacritic country, no person should be left without representation even for small periods.Hence elections have to be conducted.
7. Why only one person declared elected even with a small margin of votes? Why is the second highest member in the contest not considered for a member in case the first person resigns or dies?
Report: Constitution says re-election of members is required in the context of the elected member resigns or dies.
In the above report, present procedures are submitted.
Now he is submitting a unique solution that has never been followed in any country in the entire world.
Now he has confidence in his strong base in the project which can give unique solutions so that he can win 10 lakh prize money. Now he is feeling that he will definitely be a strong contender for prize money.
Solution for the project
1. The voting should be done online.
2. The contestant's list should be made available online and time should be announced in news media to elect the persons on line.
3. The highest voted candidate will be declared elected.
4. The other candidates should be available in the panel as per the casted votes.
5. The review on the candidate should be given to the voter once in 6 Months or 1 Year as per the decision of the government.
6. Now who is leading in votes will be declared as the member elected for another 6 months or 1-year.
7. If a new candidate wants to contest his name also can be added in the coming 6 months or 1-year elections. Similarly, a candidate who wants to withdraw his name can be removed.
8. If a person resigns or dies the next candidate in the voting panel will be declared as the elected member for the balance period of 6 Months or 1 Year.
9. For indirect elections, the leading candidates are the voters.
10. Direct elections and indirect elections should have a gap of 3 Months or 6 Months so that the leading candidates will be prepared without any issues.
11. There must be separate machines just like ATMs and separate dedicated networks for election purposes for all the villages.
12. This investment will be one time and without spending much all the elections can be easily conducted.
13. The voting period may be decided by the government. It is advisable to allow voters at any date or time within that 6 Months or 1 Year. But once he votes, he will not get a chance within 6 months or 1 year.
14. The advantage of this arrangement is that when he is voting nobody knows and there will not be any pressure on him to vote against his choice of candidate.
15. The voting can be done in any machine in that constituency by using his voter ID card. This will also enhance his secrecy of voting.
16. Higher posts election may be given more than 6 months or 1 year as decided by the government from time to time.Because this required to maintain the policies of person should be changed very frequently to keep the image of the country in the eyes of other countries.
17. This arrangement will save a lot of money for the country. And it also reduces the expenditure of the candidate. He will concentrate on his promises and he will keep up his image to get elected in the next 6 Months or 1 Year.If he is not proper, the voters have got the choice of removing him by casting the votes to the next available choice in the panel.
18. Any other changes that can be made as per the requirement arises as and when, since the new system can not predict all issues at the beginning itself.
He has submitted the project report to the Head of the Department of Politics.
He was very much excited about the outcome of the result.
The day has come and they announced the results. Fortunately, Mr. Raman got selected for the prize and the director offered him a lecturer post in the same college. But he refused politely as he is very much interested in research and he will continue his journey in that route. He thanked the college administration for giving this opportunity and selected for the prestigious prize money.
