Russia will” drastically reduce combat operations” around Kyiv and the northern megacity of Chernivtsi, the deputy defense minister said, and the offer was entered with dubitation by US President Joe Biden (who said” let’s see what happens”) And by British Prime Minister Boris Johnson, who prompted caution- saying he’d judge Russia by deeds, not by words.

1. Protestation of Ukraine as a neutral state, in agreement with transnational legal guarantees for the perpetuation of the status of a non-aligned and-nuclear state. Possible patron countries are Russia, Great Britain, PRC, USA, France, Turkey, Germany, Canada, Italy, Poland, Israel. Other countries will also be suitable to subscribe to the convention.

2. Ukraine’s transnational security guarantees under the Treaty won’t apply in Crimea, Sevastopol, and the corridor of the Donbas. The parties will have to define the boundaries of these areas or agree that each party will understand them in its own way.

3. Ukraine won’t subscribe to any military alliance, won’t emplace foreign military bases or contingents, and will conduct transnational military exercises only with the concurrence of the patron countries. In turn, the guaranteeing countries confirm their intention to grease Ukraine’s accession to the European Union.

4. The guaranteeing States and Ukraine agree that, in the event of aggression, a fortified attack on Ukraine or a military operation against Ukraine, each of the guaranteeing States, following a critical and immediate discussion between them (which will take place within three days), in exercising the right of individual or collaborative tone- defense honored in Composition 51 of the Charter of the United Nations, will give backing to Ukraine (in response to a formal request from Ukraine) as an endless neutral state. This will be done through the immediate perpetration of an individual or common conduct that may be needed, including the check of airspace over Ukraine, the provision of the necessary munitions, and the use of fortified force to restore and also maintain the security of Ukraine as a permanently neutral state.

5. Any similar fortified attack (any military operation) and any action taken therewith shall be reported incontinently to the UN Security Council. Similar measures shall cease once the Security Council has taken the necessary measures to restore and maintain transnational peace and security.

6. The medium for enforcing security guarantees for Ukraine, following further consultations between Ukraine and the guaranteeing States, will be regulated in the Treaty, taking into account the protection against possible challenges.

7. The Treaty shall be applied provisionally from the date of its hand by Ukraine and by all/ utmost of the guaranteeing States. The Convention enters into force after Ukraine’s status as a permanently neutral state is approved by a vote throughout Ukraine and after the applicable emendations are made to the Ukrainian constitution and ratified by the congresses of Ukraine and the patron countries.

8. The Treaty proposes to establish the will of the Parties to resolve the Crimean and Sevastopol issues through bilateral accommodations between Ukraine and Russia within 15 times. He also proposed that Ukraine and Russia not resolve the Crimean and Sevastopol issues militarily, but continue their political and politic sweats to resolve them.

9. The Parties shall continue consultations (with the involvement of other guaranteeing States) in order to prepare and agree on the vittles of the Treaty on security guarantees for Ukraine, on the means of the ceasefire, pullout of colors, and other civil confirmations, opening and safe operation. of philanthropic corridors on an endless base, as well as on the exchange of bodies of departed persons and the release of captures of war and locked civilians.

10. The Parties consider that it’s possible for the Chairpersons of Ukraine and Russia to meet to subscribe to a convention and/ or to take political opinions on the outstanding issues.
