The CPM rates of Google Admob are a little bit high as they have more opportunities to make money. Also, the CPM rates of any ad-network largely depend upon the geography of your audience.

Google AdSense is for websites, Admob is for app developers. If you want to receive money either from websites, YouTube, or having an App, you will receive earnings in your AdSense account.
