In what is now considered to be the most deadly attack on Ukrainian civilians this year, two Russian missiles struck the city of Sumy in the northeastern part of Ukraine on April 13, 2025. At least 34 people, including two children, died and more than 117 were injured during the Palm Sunday strike. More than a dozen children and numerous university students were among the injured. The attack marked a tragic escalation in a war that has already left deep scars across Ukraine’s population and infrastructure.

The Attack: A Broken City The attack happened in broad daylight, just as residents were gathering for Palm Sunday services and a children’s performance at the Sumy State University conference center. According to Ukrainian officials, Russian forces launched two Iskander-M ballistic missiles at the heart of Sumy, a quiet regional capital that had, until recently, been spared the scale of destruction seen in cities like Mariupol and Kharkov.

One of the missiles hit right outside of a trolleybus, killing everyone on board and scattering shrapnel and debris all over the area. The other one went off in the vicinity of a university building, where people were beginning to arrive for a children's theater performance. Ukrainian authorities believe cluster munitions were used in the attack, further amplifying the destruction and number of casualties. These weapons are notorious for dispersing numerous small bomblets over a wide area, many of which fail to explode immediately and pose long-term risks to civilians.

In the aftermath, emergency responders pulled charred bodies from twisted metal and rubble. Images shared by local authorities showed scorched pavement, destroyed vehicles, and blown-out windows in nearby buildings. The discovery of children's shoes and toys scattered across the ground only increased the horror of the scene. Official Reactions: Ukraine Condemns “Deliberate Mass Murder”

Ukrainian President Volodymyr Zelenskyy reacted swiftly, calling the attack “a deliberate act of terror” and “a stark reminder that Russia continues to target civilians with impunity.” He reiterated his pleas for Ukraine's international partners to immediately provide it with cutting-edge air defense systems, including at least ten additional Patriot missile systems, in order to defend against such attacks. “This is not just a war crime—it’s an open message that Russia has no intention of stopping,” Zelenskyy said in a statement. “Every delay in supporting Ukraine leads to more innocent lives lost.”

Andriy Yermak, head of the President’s Office, echoed the outrage, describing the attack as a "massacre" and a "textbook example of a war crime." He noted that targeting a civilian area, especially on a religious holiday, was calculated to maximize emotional and physical damage.

Foreign Minister Andrii Sybiha labeled the attack as “absolute evil,” condemning it for taking place on Palm Sunday—an important day in the Christian calendar and a time when many families were attending church or engaging in peaceful celebrations.

The Human Toll

Among the 34 people confirmed dead were two children and several university students. More than 117 people were injured in the attack, 15 of whom were children. Doctors worked tirelessly through the night, performing emergency surgeries and attempting to stabilize those with life-threatening injuries.

Local hospitals have been overwhelmed, and volunteers across the city are donating blood, food, and medical supplies. Authorities have declared a state of emergency in the Sumy region and called for the immediate evacuation of residents from areas vulnerable to further strikes.

A local woman, Oksana, who had been on her way to the theater performance with her 9-year-old daughter, recounted the moment the missile struck. Screaming was followed by a flash and a bang. People were lying on the ground when I turned around. I didn’t know if they were alive. My daughter was covered in blood, but it wasn’t hers.”

Exclamation Point The international community responded with near-universal condemnation. European Union foreign affairs chief Kaja Kallas called the missile strike a “barbaric escalation” and criticized Russia for intensifying its aggression while Ukraine had adhered to an unconditional ceasefire agreement.

French President Emmanuel Macron denounced the attack, demanding stronger measures against Russia. During a press conference, he stated, "Everyone sees it clearly now: it is Russia alone that is prolonging this war." There is enough. We need decisive action, not just words.”

Keir Starmer, the prime minister of the United Kingdom, demanded international accountability for those responsible for the attack and called for an immediate and unconditional ceasefire. “Targeting civilians on one of the holiest days of the year reveals the depths to which this regime will go,” Starmer stated.

“Deliberate attacks on civilians and civilian infrastructure are strictly forbidden under international humanitarian law,” said Matthias Schmale, the humanitarian coordinator for the United Nations in Ukraine. The world must not look away.”

The strike on April 13 is the latest in a disturbing trend of intensified Russian attacks on Sumy and surrounding regions. Ukrainian officials say that, compared to 8,000 in 2023, the number of Russian strikes in the Sumy region has already surpassed 12,500 in 2024. Power infrastructure, civilian facilities, and residential neighborhoods have all been the focus of these. Ukraine has been forced to evacuate entire communities, particularly those containing children and the elderly, from the northeastern region as a result of the deteriorating security situation. With energy facilities and public transportation systems under threat, local authorities warn that everyday life in Sumy is becoming unsustainable.

Ukrainian officials are urgently pleading for assistance from NATO allies as Russian forces continue to employ long-range weapons like drones, glide bombs, and ballistic missiles. In a televised address, Ukraine’s Defense Minister said, “We are running out of time. The human cost will be catastrophic if the international community does not act now. A war without boundaries? This latest atrocity raises uncomfortable questions about the trajectory of the war. Despite diplomatic overtures and brief moments of ceasefire, there has been little evidence that Russia is interested in a peaceful resolution. Moscow, on the other hand, appears to be redoubling efforts to terrorize and exhaust the Ukrainian populace. While the Kremlin has yet to publicly comment on the strike in Sumy, past attacks on civilian targets have been either denied or justified under claims of military necessity—a narrative widely dismissed by international observers as disinformation.

The Road Ahead

As Ukraine mourns its dead, the April 13 missile strike has further galvanized public and political opinion both within and outside the country. However, there is still a lot of uncertainty about the next step. Ukraine continues to push for increased military support, sanctions against Russia, and accountability through international courts.

But even as the world responds with statements and aid, the people of Sumy—and all of Ukraine—are left to pick up the pieces, yet again. Palm Sunday services turned into vigils in churches all over the country, with prayers offered not only for the attack's victims but also for the end of a war that has already killed too many people. As the sun set over Sumy on April 13, it illuminated a city cloaked in grief but not broken. Resilience remains Ukraine's most potent weapon.
