Victor Cassadine may blame Peter August for his own crimes on General Hospital
The stolen Ice Princess diamond and the heatwave might be attributed to Heinrik Faison.

General Hospital spoilers: Peter August's memory may linger in Port Charles
On Thursday's episode of General Hospital, Robert Scorpio (Tristan Rogers) said something very telling to Anna Devane (Finola Hughes). He told his ex-wife that Peter August (Wes Ramsey) might be dead but he may not be gone. Robert probably meant that the aftermath of all of Peter's crimes would last for a while in Port Charles but his words may ring true for another reason.
Victor Cassadine (Charles Shaughnessy) might blame Peter for crimes that he himself committed. Liesl Obrecht (Kathlene Gati) placed a bug in Victor's necktie and Sam McCall (Kelly Monaco) spied on him at the Dock. Anna figured out and shared with Laura Spencer (Genie Francis) that the Cassadine patriarch's minion was in the location where Luke Spencer (Anthony Geary) died at the same time as the cable car crash.

Victor Cassadine is up to no good
They do not have proof positive that actually link's Victor to anything but it looks like he is behind Luke's "accident." It also appears that Cassadine is behind the theft of the Ice Princess diamond from Tracy Quartermaine (Jane Elliot) and the heatwave that's taking place in Port Charles in the middle of February.
Some GH fans have said that perhaps it was Peter who set off the heatwave but even if he did not Victor may shift the blame to his dead former accomplice. There are a lot of loose ends that eventually will fall into place but right now everything is speculation. Some fans believe Victor is going for world domination again since his last attempt with his brothers failed.
General Hospital fans believe Victor will blame Peter
Victor will misuse anyone to have things go his way as he kidnapped Valentin Cassadine (James Patrick Stuart) when he realized that hs sone knew that Bailey Quartermaine (London Selzer) was really Louise Jones. Some viewers have said they think the Cassadine patriarch is becoming fond of Ava Jerome but would Victor try to take the wife of his nephew Nikolas Cassadine (Marcus Columba)?
Victor was not able to activate Drew Cain (Cameron Matthesin) because Peter tricked him into believing he had given him the activation code. This last action caused Victor to say that he must find another way of getting whatever he is up to taken care of. Perhaps this is what may motivate him to frame the dead man for anything that he can as Victor needs to keep his hands clean while he is up to his dirty work.

The Ice Princess History
Back in 1981, the Ice Princess, a large uncut diamond was the key to an apparatus that would allow the user to take over the world. Victor was working with his brothers Mikkos Cassadine (John Colicos) and Anthony Cassadine (Andre Landzaat) to build a weather machine that would freeze the earth. Luke Spencer (Anthony Geary) and Laura teamed up with WSB agent Robert Scorpio (Tristan Rogers) to stop them.
At the time Tiffany Hill (Sharon Wyatt) was Victor’s girlfriend wh0 dumped him and helped Robert, Laura, and Luke. Mikkos manipulated the weather in Port Charles and created a blizzard, He then captured Laura, Robert, and Luke and a fight ensued. Luke threw Mikkos into the ice chamber, where he froze to death and turned off the ice machine using the password ICE PRINCESS and saved the world.
Victor's revenge
Victor may be seeking revenge for the death of his brother as well as the failed attempt to destroy the world. His ultimate purpose for returning to Port Charles has yet to be realized but killing Luke may have been part of the plan. Be on the lookout for General Hospital updates related to what Victor does next and whether or not Peter is blamed for everything that has taken place.
