The organization is willing to do whatever’s necessary, get its hands dirty and do the things the squeaky-clean Federation is not willing to do or can’t do. According to Memory Alpha, the organization is named after Starfleet Charter S, Article 14, Section 31, which allows Starfleet operatives to take “extraordinary measures” to protect security.
