It's a moral duty to tell the truth. People, regardless of their religious beliefs, usually know that lying is wrong, especially when it's done under oath. So when a social worker intentionally lies to a judge, it's definitely the wrong thing to do. There are different kinds of lies. Perjury is when someone lies under oath in court to try and affect the case. Slander is when someone says false things about another person, usually by spreading rumors, which can damage their reputation. Libel is when false information is written about someone, like publishing lies in a newspaper. All of these actions are considered harmful to a person's character.
