UK issues net Zero Strategy for Green Industry

On October 19, 2021, the Department of Business, Energy and Industrial Strategy (BEIS) released a report entitled "net Zero Strategy: green Reconstruction" (Net Zero Strategy: Build Back Greener). Based on the Ten-Point Plan of the Green Industrial Revolution, a £90 billion net zero investment plan will be launched by 2030 to fully support the low-carbon transformation of the UK economy and provide 440000 green high-paying jobs for the British people.

The main contents are as follows:

one

power

(1) goal: to support up to 120000 green, high-paying jobs by 2030; to raise £1500-270 billion in public and private investment by 2037; and to achieve decarbonization of the power system by 2035.

(2) main policies: 1 to achieve 100% clean energy power supply while ensuring energy security by 2035; 2 to launch the £120 million Future Nuclear Energy support Fund (Future Nuclear Enabling Fund) to invest in large nuclear power plants to support the research and development of small modular reactors (Small Modular Reactors); and 3 to expand offshore wind power capacity to 40 GW (gigawatts) by 2030, and to support the development of solar and other renewable energy. (4) taking into account the needs of the local community to integrate new low-carbon power generation demand in the most effective way; (5) with the overall funding of £380 million from the offshore wind power sector, help the UK's floating offshore wind power technology into the forefront of international technology; and 6 take flexible measures to prevent electricity prices from soaring in the future.

two

Fuel and hydrogen supply

(1) the goal: to support 10, 000 green, high-paying jobs by 2030; to raise 20-30 billion pounds of public and private investment by 2037; and to achieve 5 GW of hydrogen production capacity by 2035, while reducing emissions from oil and gas by about 50%.

(2) main policies: (1) launch the £140 million Industrial decarbonization and hydrogen Revenue support (Industrial Decarbonisation and Hydrogen Revenue Support) programme to support the research and development of green hydrogen and industrial carbon capture technologies; and (2) include climate compatibility checkpoints to reduce greenhouse gas emissions from oil and gas through the revision of the Oil and Gas Administration Strategy (Oiland Gas Authority Strategy).

Industry

(I) goal: to support 54000 high-paying green jobs by 2030; to raise at least £14 billion in public and private investment by 2037; and to build four carbon capture, utilization and sequestration (CCUS) clusters by 2030, with an average annual capture of 20,30 Mt CO2 (million tonnes of carbon dioxide), including 6 Mt CO2 per year of industrial emissions, to promote deep industrial decarbonization.

(2) main policies: (1) launch the £1 billion "CCS Infrastructure Fund" (CCS Infrastructure Fund) to build an income support mechanism (Revenue Support Mechanisms); (2) launch the £315 million "Industrial Energy Transformation Fund" (Industrial Energy Transformation Fund) for future industries to promote deep industrial decarbonization; and (3) achieve cost-effective industrial emission reduction through the UK emissions trading system (UK ETS).

four

Heating and building

(I) goal: to support up to 175000 high-paying green jobs by 2030; to raise approximately £200 billion in public and private investment by 2037; and to open up a low-carbon path for heating all homes and workplaces from 2035.

(2) main policies: 1 to stop the sale of new gas-fired boilers by 2035; 2 to launch the £450 million three-year Boiler upgrade Plan (Three-year Boiler Upgrade Scheme) to provide a £5000 grant for low-carbon heating systems to British households; and 3 to propose a £60 million "Heat pump Readiness Plan" (Heat Pump Ready Programme) to support the research and development of heat pump technology and to support the British government to install an average of 600000 heat pumps per year by 2028. 4 provide cheaper electricity through policy cost rebalancing; 5 invest 1.75 billion pounds in support of the Social Housing decarbonization Program (Social Housing Decarbonisation Scheme) and Housing upgrading Grant (Home Upgrade Grants); 6 provide additional funding of 1.425 billion pounds for public sector decarbonization to ensure a 75 per cent reduction in public sector building emissions by 2037 7 launch the "hydrogen Village Test" (Hydrogen Village Trial) to support relevant personnel to make decisions on the role of hydrogen in the heating system by 2026.

Traffic

(1) goal: to support 74000 high-paying green jobs by 2030; to raise about 220 billion pounds in public and private investment by 2037; and to eliminate motor vehicle emissions and start zero-emission international travel.

(2) main policies: 1 to stop the sale of new gasoline and diesel vehicles by 2030, and all vehicles to achieve net zero emissions by 2035; 2 support 620 million pounds to support zero emission vehicle research and development and electric vehicle infrastructure construction; 3 launch 1 billion pounds "vehicle Transformation Fund" (Automotive Transformation Fund) to support the electrification of British cars and their supply chains (3) after the success of the zero-emission road freight trial, expand the scope of the trial and conduct large-scale trials of three zero-emission heavy truck (Heavy Goods Vehicle) technologies on British roads to determine their operational benefits and infrastructure needs; (4) invest £2 billion to support the conversion of approximately 1x2 of urban travel into cycling or walking by 2030; and (5) invest £3 billion to create an integrated public transport network. 6 renovate and optimize the local transport system, add 4000 zero-emission buses, stop all pure diesel trains in 2040, and realize the construction of a net zero railway network by 2050; 7 carry out demonstration and technical tests on clean maritime vessels and infrastructure, assist the maritime sector to decarbonize; 8 support railway electrification and urban rapid transit system construction Increase the share of sustainable aviation fuel (Sustainable Aviation Fuels) in the UK to 10 per cent by 2030 and subsidize 180 million pounds to support the construction of sustainable aviation fuel plants in the UK.

six

Natural resources, wastes and fluorinated gases

(I) goal: to support up to 2000 high-paying green jobs by 2030; to raise about £30 billion in public and private investment by 2037; and to increase the rate of tree planting to an average of 30, 000 hectares per year by 2024.

(2) main policies: 1 support low-carbon agricultural equipment, technology and infrastructure innovation to benefit the environment and achieve emission reduction through the Agricultural Investment Fund (Farming Investment Fund) and the Agricultural Innovation Program (Farming Innovation Programme). 2 an increase of £124 million on the basis of the £640 million Natural Climate Fund (Nature for Climate Fund) to ensure that the UK's total expenditure on peat restoration, woodland creation and management exceeds £750 million in 2025, which will help farmers and landowners support the net zero transition through land use change; 3 restore about 280000 hectares of peat land and double the rate of afforestation by 2050 4 by 2037, 75 million pounds will be raised to support research and development related to the net zero emission of natural resources, waste and fluorine gases; 5 starting from 2028, biodegradable municipal landfills will be eliminated and 295 million pounds will be raised to support the implementation of household-by-household free collection of food waste from 2025.

Greenhouse gas removal

(I) objectives: (1) to create highly skilled new jobs in the industrial heartland; (2) to raise approximately £20 billion in public and private investment by 2037; and (3) to increase engineered greenhouse gas removal capacity to at least 5 Mt CO2 per year by 2030.

(II) main policies: 1 investing 100 million pounds in greenhouse gas removal innovation; 2 exploring regulatory options to strictly monitor, report and validate progress in greenhouse gas removal.
