Siberian tigers have been widely distributed in northeast China, the Korean Peninsula and the Sikhote-Arlin Mountains in Russia. The habitat began to shrink in the middle of the last century, disappeared in the Daxing'anling area in the 1960s, disappeared in the Xiaoxinganling Mountains in the 1970s, and disappeared in most of the Changbai Mountains in the 1980s.

At present, Siberian tigers are mainly distributed in the coastal border region of Russia and the southern part of Khabarovsk border region, as well as Dalongling, Haerbaling, Zhangguangcailing and Wandashan areas in Changbai Mountains of China. North Korea's transition with China and Russia is still sporadic. According to a 2012 assessment by the World Conservation Union, the global population of Siberian tigers is about 360.

Northeast leopard is the only leopard subspecies adapted to cold climate, which has been widely distributed in northeast China, Russian far East and Korean Peninsula. In the 20th century, the distribution and population of northeast leopard decreased rapidly. When people began to pay attention to this species in the 1970s, the population was already less than 50.

In 1996, IUCN assessed the northeast leopard as a "critically endangered" species, the most endangered subspecies of cats.

Tigers and leopards have become the most attractive species in the forest ecosystem of Changbai Mountain because of their amazing beauty. However, as top predators, both tigers and leopards need high-quality habitats with large areas and low disturbance.

There is a law of "1/10" in ecology, that is, in the energy conversion of the food chain, only 20, 000 kilograms of green plants can be transformed into 2000 kilograms of herbivores to ensure the survival of a 200kg Siberian tiger. Remote sensing studies on radio collars show that the average home area of a female tiger is 400 square kilometers, while that of a male tiger is more than 1000 square kilometers.

In order to maintain a sustainable population, the population should be at least more than 50. The previously established tiger and leopard reserve area is far from being able to maintain a sustainable population and can not ensure the ecological security of the population.

Before the 1970s, natural forests in Northeast China were cut down on a large scale. In 1998, the Northeast launched a natural forest protection project, and clear felling was cancelled and replaced by selective felling.

In 2003, a wild Siberian tiger was captured by a far-infrared camera on a hillside. This is the first time in Chinese history that a Siberian tiger has been photographed living in the wild. With definite evidence of the existence of wild Siberian tigers in China, protection has entered the fast lane.

Since April 2014, commercial logging of natural forests has been completely stopped in key state-owned forest areas in Northeast China and Inner Mongolia. A further measure is the establishment of several national protected areas for Tiger Leopard, including Hunchun, Wangqing and Laoyeling in Heilongjiang Province. Human interference to forests and wildlife has been greatly reduced.

On April 8, 2016, the Office of the Central Financial and Economic leading Group held a meeting to deploy Jilin Province and Heilongjiang Province to carry out the pilot work of the Siberian Tiger Leopard National Park system.

On December 5, 2016, the pilot Program of the Siberian Tiger Leopard National Park system was examined and approved by the Central Committee.

On August 19, 2017, the Siberian Tiger Leopard National Park Service was established in Changchun, marking the initial establishment of China's first national natural resources assets and national park administration agency directly managed by the central government.

The park pilot area is located in the southern area of Laoyeling at the junction of Jilin and Heilongjiang provinces, from Qinglongtai Forest Farm of Hunchun Forestry Bureau of Jilin Province in the east, bordering with the coastal frontier area of Russia, and to Nangou Forest Farm of Wangqing County Forestry Bureau of Jilin Province in the west. it starts from the Jingxin Forest Farm of Hunchun Forestry Bureau of Jilin Province in the south and goes to the struggle Forest Farm of Tokyo Forestry Bureau of Heilongjiang Province in the north, with a total area of 14612 square kilometers, of which the area of Jilin Province is 1.0143 million hectares. Accounting for 69.41%, Heilongjiang Province covers an area of 446900 hectares, accounting for 30.59%.

Siberian Tiger Leopard National Park covers the settlement and breeding areas with the largest, most frequent and core population of Siberian tigers and Siberian leopards in China, and forms a transnational protected area of 17200 square kilometers with neighboring Russia. It is expected to provide continuous and complete habitat for 50 female tigers and 100 female leopards, maintain a safe wild population and continue to migrate and spread to the surrounding areas.

Protecting wild animal populations such as tigers and leopards is the core goal of the pilot mission.
