On 13 April 2015, the United Nations Economic and Social Council (ESC) discussed and signed the outcome document of the High-level statement of the Economic Commission for Europe Regional Development agenda and expected Sustainable Development goals (High-level statement on the post-2015 development agenda and expected sustainable development goals in the ECE region).
2015 marks the 70th anniversary of the founding of the United Nations, which is a milestone in international and regional cooperation and is of great significance. The Economic Commission for Europe (ECE) has 56 member states, covering most of the northern hemisphere. The total economic output accounts for more than half of the global economic output. In the past few decades, both developed and developing countries have generally experienced economic growth and social progress. However, the environmental problems brought about by economic and social development are also serious problems faced by the United Nations and its member states. How to achieve the coordinated development of economy, environment and society, to achieve economic growth, increase employment opportunities and sustainable development of the environment is the focus of the current face.
ECE has proved its importance in all parts of the world and among member states. In particular, it plays an important role in communicating relations between countries and formulating corresponding service agreements. ECE will continue to contribute its efforts in the field of sustainable development.
(1) increase connectivity. In today's era of globalization, increased connectivity is essential for sustainable development. To this end, ECE will further strengthen the implementation of the United Nations Land Transport Bureau Agreement No. 58 to build a safe, clean, efficient and integrated inland transport system and implement policies. We will further enhance the transit convenience of international freight transport, continue to formulate automobile regulations and standards to promote safe driving, improve energy efficiency and the establishment of intelligent transportation systems.
(II) strengthen the sustainable management of ecosystems and natural resources. Implement ECE's 5 multilateral environmental conventions and 12 agreements, and enhance capacity in areas including air pollution, protection and utilization of transboundary water resources, industrial accidents, environmental impact assessment and public access to information. Moreover, it is necessary to cooperate with the United Nations Food and Agriculture Organization to enhance the sustainable forest management of ECE member countries in their respective regions, so as to contribute to the development of forest green economy.
(3) enhance the competitiveness. Continue to support the promotion of entrepreneurship and innovation through public-private partnerships, further mobilize private resources, enhance corporate responsibility, and promote innovation in the knowledge economy. Promote global trade through further development and the implementation of corresponding international standards and recommendations, especially the development of lingua franca e-commerce and trade pillar industries, and efficiently enhance trade and economic integration in the region.
(IV) support the building of sustainable energy and resilient communities. Through the corresponding energy standards and ECE and other international resource classification, the best use of coal mine methane and clean use from fossil fuels and natural gas, to promote the improvement of technology and the implementation of standards, so as to improve the energy efficiency of renewable energy. ECE will also continue to develop effective tools and policies to promote sustainable urban development, especially in smart cities, land management and energy-efficient housing.
(5) to build a sustainable development measurement and monitoring system. Build a monitoring system with more than 20 statistical standards through big data and advanced measurement methods. Sustainable development can also be measured using European statistical standards and analytical data released by the National Statistical Office, including methods for measuring poverty, demographic change and gender equality issues, and ECE environmental performance appraisal is a valuable and recognized monitoring mechanism.
