Missing in Jackson County, Oregon

There are four hundred twenty-three persons reported missing in Oregon. Some have simply vanished, leaving behind no clue as to where they went or what has happened to them. Some have disappeared under suspicious circumstances. They all have one thing in common, they have families that miss them and want nothing more than answers.

James Proctor was a medically retired police officer from Pasadena, California. He had been married for just three weeks when he was last seen getting into his private green and white Rallye single-engine plane and flying away into a light snowfall. It would be a full week before anyone would know he was missing because his new wife didn't share the same home, only being with Proctor in his Shady Grove home on the weekends.
Proctor was house-sitting for a friend who was on vacation on that twenty-third day of December in 1990, and it would be several days before it was found that he left his identification, credit cards, cash, and policeman's badge behind at his friend's house. Proctor had shared with a friend that he had regrets about marrying his new wife and that he just wanted to go someplace where nobody knew him.
James Proctor would be seventy-seven years old now, and his sister believes he committed suicide. He was, in fact, declared legally deceased a few years later.
If you have any information about the whereabouts of James Proctor or his plane, please contact the Oregon National Guard Civil Air Patrol at 503-779-8381.

James Curtis Kitchens was reported missing by his sister in Texas, who hadn't heard from him in the four years prior. According to his sister, Kitchens simply stopped being in contact with her in 1998, and she was unable to find any evidence of him being alive and well when she made the call to report him missing in 2002.
Jackson County Sheriff's Office investigated the fifty-two year old's disappearance and was led to his ex-wife. She calmly explained that he had walked away from home four years prior to get a pack of cigarettes and never returned. When Kitchen's sister spoke to the ex-wife, she told her that she and James had divorced, though there is no evidence of that being a truthful statement.
Though there was no evidence that could be found of foul play, the Jackson County Sheriff's Office has kept the case open as a missing person. James Curtis Kitchens would be seventy-one years old today. If you have any information about the whereabouts of James, please contact the Jackson County Sheriff's Office at 541-774-8333.

Celia Darlene Barnes vanished September 1, 2002, while hiking, looking for aluminum cans and trinkets with her sister. Celia had been recently diagnosed with cancer and had started chemotherapy treatments to fight off cancer, so she had very little hair when she disappeared. The medications she was on left her confused and disoriented at times. The last time she was seen, she was hiking near the 6000 block of Sardine Creek Road, in the area around the "House of Mystery". Though she was hiking with her sister that day, the two had decided to separate to look for aluminum cans. Barnes's sister waited by her car, as planned, but Barnes never showed up and has never been seen again.
There was a crucial thirty-hour period before Barnes was reported missing. Barnes had been lost while hiking once before but was angry with her family for sending out a search party to look for her. That's where her sister's heart was as she waited out the night and then enlisted the help of Celia's boyfriend to look for her before calling the police.
Several people believed they remembered seeing Barnes on the day of her disappearance. One witness recalled seeing her and her exclaiming that she was on her way back to her sister's car. There was another sighting at the Valley of the Rogue State Park. Jackson County Sheriff used tracker dogs to trace her scent to the off-ramp of north Interstate 5. Investigators believe she walked down Sardine Creek Road to the highway, possibly confused from her medication. Two residents of the neighborhood between the park and Interstate 5 reported having seen her, though none of these sightings have been confirmed. A week after Barnes disappeared, a man hiking in Gold Hill found the bronze ski pole she used as a walking stick. The man submitted to a polygraph and wasn't considered a suspect in the disappearance of Celia Darlene Barnes.
Though there is no evidence of such, Barnes' family thinks she may have been abducted, saying that she never would have left of her own accord.
Celia would be seventy-one-years-0ld today. If you have any information about the whereabouts of Celia Darlene Barnes, contact the Jackson County Sheriff's Office at 541-774-6800.

Cheryl Kay Seyedin's family members last heard from her in November 1998, though she wasn't reported missing until July of 1999. The delay in reporting Seyedin missing was the result of her affinity for traveling the country. She also used several different last names, including Foreman, Cross, and DeLacrouix, leaving the family unsure where to start to find her. Investigations revealed that she was last seen by her doctor on November 17, 1998, at a follow-up appointment after foot surgery. She was driving a 1987 Dodge Ram pickup truck with the Oregon license plate number VXN236 at that time.
Seyedin lived life in such a way that she had amassed a criminal record that includes domestic assault and driving under the influence. No charges were pending against her at the time she went missing, and no new charges have appeared since then. Her family and friends were adamant that it was completely out of character for Cheryl to not contact them, as it was her practice to do so, even when she was traveling. When holidays came and went without any contact from Cheryl, her family feared the worst.
The biggest concern in her disappearance is that Seyedin may have had a violent relationship with her boyfriend. Law enforcement has maintained the boyfriend is the most likely suspect, and he has refused to cooperate in the investigation of Cheryl's disappearance.
Cheryl would be sixty-six years old today. If you have any information regarding the whereabouts of Cheryl Kay Seyedin, please contact the Jackson County Sheriff's Office at 541-774-6813.

October 2, 1998, a friend dropped Robert Michael Bobo off in the Woodruff Meadows area near 700 Road for a hunting trip. It was at the Rogue River National Forest between Prospect, Oregon, and Union Creek, Oregon, that Bobo set up camp. When a friend arrived the next morning for the opening day of the hunting season, he found Robert's camp empty of any human occupant, though all of Bobo's possessions were left inside the tent. Bobo was a transient and had no money, and he had left behind two rifles, all of his clothes, all of his hunting and camping gear, and his favorite baseball cap. He was reported missing immediately.
Police responded, and numerous and thorough searches were conducted of Bobo's campsite and the area surrounding it, but there was no evidence to be found. Two hunters in the area had seen Bobo the evening before at about nine, but there is no trace of him after that time.
Authorities make a confusing statement saying there were no indications that anything untoward happened, but they didn't believe he got up and walked away on his own. Robert's Michael Bob's relatives insist that he met with foul play because he never would have left the campsite willingly without his baseball cap. Others believe he may have been scouting another campsite, injured himself, or had a medical emergency and was unable to return to camp.
Robert Michael Bobo would be fifty-nine years old today. If you have any information regarding the whereabouts of Bobo, contact the Jackson County Sheriff's Office at 541-774-6800.

On May 31, 1995, 35-year-old Danny Lee Kelley disappeared from Gold Hill, Oregon. This was a case that seemed to happen so fast that nobody had time to react. It seems that Danny had been staying with some friends in Gold Hill after a divorce and a move from Washington when they became concerned about his erratic behavior and placed a phone call to his family. They explained his behavior and it was decided that Danny needed medical intervention.
Danny Lee Kelley's family showed up in numbers to the scene and were shocked by Danny's behavior. He was acting very paranoid and having conversations with people that only he could see. The family was trying to get Danny into the car so they could take him to seek medical help when he took off running toward the Rogue River. Though his sister and her boyfriend were closely following him, Danny simply disappeared. It is believed that Danny jumped into the Rogue River, killing himself, though there are many theories as to what really happened.
