Is there any real accountability within the El Paso Police Department? El Paso Police Chief Peter Pacillas promised transparency within the Department. As yet, the Department has not issued a single press release about Officer Nasik Elomari, badge #2306, not only driving while drunk, but also hitting several cars while doing so.

On 6 May 2025, Officer Nazik Elomari was involved in several car collisions between 0200 and 0230. He hit cars and a utility pole as well.

Nazik told officers he had three margaritas and left a BBQ at about 2000 HRs. When the police contacted Nazik, they could detect the order of alcohol.

“Nazik’s reputation is known to all that he can drink a sailor under the table,” says an Officer familiar with Nazik.

“Shouldn’t officers be held to a higher standard?” asks Lilly Rameriz, an El Paso Resident near Nazik’s arrest. “Shouldn’t he just be fired for being drunk?”

That’s a good question. Even though the El Paso District Attorney declined their charges of Official Oppression, Lt. John Surface and Sgt. Adan Chavez were nonetheless terminated.

In the case of Sgt. Jessica Grijalva, badge #2564, who denied being drunk or having anything to drink, was given a diversion program that erased the event of his arrest from her record and was allowed to continue as a Police Officer.

“There is a new way of doing things,” says a Lieutenant with the El Paso Police Department (EPPD). “Gomez, the Public Information Officer, doesn’t do the best job, but the public would be informed. With Shields, the Public Relations woman who has taken over, the public is left in the dark. Not good for morale, or El Paso.”

Stephenie Shields, formerly of KTSM, does not seem willing to provide statements or press releases when an Officer is arrested. Where is the transparency that the Chief promised the People of El Paso?

NARRATIVE AND WITNESS STATEMENTS:

On 05/06/2025, Sergeant M. Williams #3118 (3L91), was dispatched to a motor vehicle crash at 11566 Arrow Rock Sgt Williams met with Officer M. Alvarez #3501 and Officer J. Horstman #3603 (3F192) who arrived first at the scene at 0241 hours. Officer Alvarez briefed Sgt Williams. They arrived and found OF-01 outside with Witness 1 and 2. The found his vehicle, a black 2021 Chevrolet Silverado (TX 600DV44) which was involved in a crash. Officer Alvarez told Sgt Williams that he observed signs of alcohol consumption, including the odor of an unknown alcoholic beverage emitting from his breath and observed him stumbling. They detained him in handcuffs and they requested assistance with the investigation. Sgt Williams arrived at 0312.

Sgt Williams made the following observations of the crash scene. Sgt Williams observed that a black 2021 Chevrolet Silverado (TX 600DV44) collided into multiple parked vehicles on the block. The Chevrolet Silverado had front end damage and the front right tire had come off during the collision, leaving the front right body resting on the ground. Sgt Williams observed that the Silverado had been driving eastbound on 11500 Arrow Rock where it crashed into a properly parked Ford Escape (TX TWR9146) parked at 11566 Arrow Rock, causing front left side damage to the Ford Escape. The Chevrolet Silverado then continued east into the driveway of 11562 Arrow Rock where it collided with a utility pole along the sidewalk, then crashed into a Hyundai Elantra (TX CZM2317), and pushed the Hyundai into the properly parked Ford Taurus (TX KTP4718) adjacent to it, causing significant damage to the side of the Hyundai and the front right of the Ford Taurus. Sgt Williams did not observe skid marks on the street before the crash scene.

Sgt Williams met with the resident and first witness (Isaiah Quiroz) at 11562 Arrow Rock. He stated that he was asleep in the nearby bedroom when he heard the crash and tire marks spinning afterwards. He told the Sgt Williams that he believed the driver was attempting to leave. He stated that he went outside and observed OF-01 in the driver’s seat of the vehicle, still attempting to drive away but the vehicle was disabled due to the missing tire. The witness stated that he did not see anyone else inside the vehicle or nearby. The witness stated that he saw OF-01 exit the vehicle and saw him stumbling around. He stated that he told him to sit down and wait. He said that he smelled the odor of alcohol on the breath of OF-01 and that he appeared intoxicated. He showed Sgt Williams a surveillance camera recording that the neighbor provided him of the crash. Sgt Williams observed that the camera was across the street at 11579 Arrow Rock and it recorded the Silverado veering into the driveway of 11562 Arrow Rock and colliding with the parked vehicles. The video showed the engine continuing to rev and the tires spinning, as the driver attempted to move the disabled vehicle.

Sgt Williams then met with the second witness (Michael Gonzalez) at 11566 Arrow Rock. The second witness stated that he heard the crash and heard tires screeching afterwards. He came out later when he saw that his neighbor had already came out and was with OF-01 outside the vehicle. He stated that he only saw OF-01 around the vehicle. He stated that OF-01 was slurring his words and described what he was saying as “random stuff.” He stated that OF-01 “reeked of alcohol” and was stumbling. He stated that OF-01 approached him and told him that he is a cop and offered him 10k or 20k to be good.

Sgt Williams met with OF-01, who identified himself as Nazik Elomari. Sgt Williams removed the handcuffs and walked with him to the front of Affiant’s marked police unit. Sgt Williams observed that OF-01 had difficulty maintaining his balance and was stumbling. Sgt Williams observed that OF-01 was unable to stand with his feet together, as the significant swaying required him to space out his feet for balance. Sgt Williams observed that OF-01 had blood shot eyes and smelled the odor of an unknown alcoholic beverage emitting from OF-01’s breath.

OF-01 stated that the Chevrolet Silverado was his vehicle. He stated that he was at a barbeque on Pellicano at around 8pm when he drank three margaritas. He said that he did not have anything to eat while he was there. He said that he was only at the party and that he left around 8pm. Sgt Williams asked him where he went afterwards and he said that he went home and did not go anywhere else. Sgt Williams asked several times and OF-01 provided different times for when he left the party, such as 6pm and 7pm, but there was a lengthy gap in between his timeline and the crash. Sgt Williams asked how the crash happened and OF-01 stated that he lost control. He stated that he was driving around 30 miles per hour and was wearing his seatbelt. OF-01 stated that he was not injured from the crash but that he had pre- existing shoulder injuries from military service. Sgt Williams observed a red mark and swelling on his forehead which was fresh from the crash. Sgt Williams heard OF-01 slurring his words.

OF-01 consented to performing the Standardized Field Sobriety Test.

Sgt Williams detected 6 of the 6 possible clues.

[X] A lack of Smooth Pursuit in the left eye.

[X] A lack of Smooth Pursuit in the right eye.

[X] A distinct and sustained nystagmus in the left eye at maximum deviation.

[X] A distinct and sustained nystagmus in the right eye at maximum deviation.

[X] An onset of nystagmus in the left eye prior to 45 degrees.

[X] An onset of nystagmus in the right eye prior to 45 degrees.
