In the bustling city of Shanghai, police officer Liang Chen works the night shift at a 911 call center. He receives a call from a woman named Mei Ling who reveals she has been kidnapped. Liang learns that she and her captor are traveling in a black car, but Mei Ling is forced to hang up before she can provide more details. Liang relays the information to the local police, but they are unable to locate the car without a license plate number.
Liang calls Mei Ling's home phone and speaks with her six-year-old daughter Ming, who tells Liang that her mom left the house with her dad, Wu Hong. After getting Wu Hong's cell phone number from Ming, Liang is able to retrieve the car's plate number, which he relays to the police. Liang also learns that Wu Hong has a record of violence. Liang then calls Sergeant Zhao about sending a patrol unit to Mei Ling's home to do welfare check on Ming and her baby brother, Jin, as well as requests a patrol unit to investigate Wu Hong's apartment for clues. Zhao agrees to the welfare check on the kids, but refuses to send anyone to Wu Hong's without a warrant.
Liang receives a panicked call from Ming when two officers arrive at her home; he instructs her to let them in. The officers notice blood on Ming and, upon searching the property, find Jin in the bedroom either gravely injured or dead. Liang calls Wu Hong and starts accusing him of killing his son. Wu Hong eventually just hangs up on Liang angrily in disbelief about the accusations.
On the line again with Mei Ling, Liang convinces her to put on her seatbelt prior to attempting to crash the car since Wu Hong is not wearing his. Liang then tells Mei Ling to pull the handbrake of the car really hard to stop it and catch Wu Hong off guard. Mei Ling complies with Liang's instructions, but her efforts fail to actually crash the vehicle in the end.
Meanwhile, Liang breaks into Wu Hong's apartment and finds a number of unopened mail pieces and some documents showing that Mei Ling had recently been a patient in a locked psychiatric treatment facility in Beijing. Eventually, back on the phone again with Mei Ling, she tearfully conveys to Liang that she thinks she's going to die and does not want to be locked up again. Liang manages to calm Mei Ling down while talking about her favorite foods and activities with her kids. Eventually Mei Ling goes on to tell Liang that she believed Jin had "demons in his stomach" and that she "took them out." While talking to Liang, Mei Ling realizes that Wu Hong has stopped the car. When Wu Hong tries to remove Mei Ling from the back, presumably to have her readmitted back to the psychiatric hospital, she hits Wu Hong with a brick (at Liang's urging before he realized that Mei Ling was the one who hurt baby Jin). Mei Ling takes off and runs away, leaving Wu Hong alone and knocked out.
Liang then calls back a groggy and slightly disoriented Wu Hong who is coming to after being hit. Wu Hong explains he was taking Mei Ling back to the facility. He furthers tells Liang that she had been off her medication for a number of weeks because they could not afford them. Wu Hong tearfully tells Liang that he thinks he should not have left Mei Ling which he believes triggered the current psychotic episode during which Mei Ling unintentionally hurt Jin (by cutting out the "demons" in his stomach). Wu Hong tells Liang that he does not trust the police and the criminal justice system due to his own criminal legal troubles and because of the many failed attempts by various government agencies to "help" his clearly mentally ill

The news of Joe Baylor's guilty plea spreads like wildfire throughout the city of Los Angeles, causing a ripple effect in the community.
