Care Bear 10-Code

Carebear the Excellent Edition... KCCO Carebear was initially created for first responders and their families. Sadly in over two years there has not been a uniform means of communication for the Carebear Chief or the Carebears across the country. In an effort to expand the Carebear network I have created a Code/10-code chart for these folks. Memorize it...We may have a Care bear baby on the way.

The mission of KCCO Carebear : KCCO Care bear Conference..a training model for First Responders, military, departments of government, lawyers, medical and businesses to network, train and develop long term solutions to real world issues, using trauma informed, evidence based best practices to reduce crime, and integrated management in training for public policy and organizational development to produce holistic, employee well being and create a functional, healthy, safe workplace and community.

Each Agency and department is to designate a liaison or liaisons that is the best of the best in their jurisdiction in the field, assist in developing a curriculum to present to increase officer, employee well being, community safety and policy development to assist in education and training for employees. Topics include Officer Safety, Mental Health awareness, diversity, integrity, team building, K-9 wellness, victim rights, Victim assistance, the emotional, impact of poor policing, and as well as education, mentorship, and family component for families of the attendees, including education for children in a hands on environment.

This project is the basis for a doctoral research project. Sadly, the implementation has not gone as expected and has resulted in a Federal RICO violation committed by some law enforcement predominately in Chatham County and Brookhaven PD's which have left serial offenders including convicted Child molesters, a rapist, a sexual batterer all on the streets to continue to offend with the help of poor policing endangering the community and citizens that reside there.

My response to the the lack of accountability and failure to do their jobs that is leaving predators is to continue to develop the model and seek a location for implementation that revolutionizes the way organizations function and handle real world issues.

The following codes have been established for the participants. Any agency or business wanting to participate with exception of Chatham County and Brookhaven PD which continues to allow criminals, and those with badges to put the public and one of their own at risk, as well as the life a police officer in North Georgia, may apply. The establishment of the executive committee for policy planning is still open.

It was developed for not just line patrol officers/EMT/FF but for the command staff and Chiefs/Sheriffs as well and integrates businesses in a Montessori training model for the participants.

Chief Points- Meet and Greet with a Chief of a potential Carebear agency.

Each agency may use Care bear points to pay for their liasisons application fee, or to discount their entrance fee for Care bear.

Please note that points can be lost. If any policy violations or violations of the Care bear rules occur points will be taken away. In the event that an agency allows it's employees to commit criminal offenses. assists in harming anyone or putting the public at risk in any fashion they are barred from participating in Care bear until the offending employee or person within it's jurisdiction has been arrested, detained, and is restrained from any interaction with the public.

A go-bag was created for each participating entity. In order to receive a go-bag you must create a go-bag of your own of things you would want in the go-bag and get it to me. Then you get your go bag.

Crime Solving- if they do something to solve a crime committed against me and I know it was their department they get into Care bear for free .

Each agency accepted into Care bear must create a mascot. A stuffed animal must be chosen and dressed to represent your Agency and each department within the Agency. Additionally, they must provide a department issued t-shirt and challenge coin from their agency. These will be collected and housed at Care bear HQ in order to honor the agencies who have shown that they are Care bear certified agencies.

University Points

University of Georgia Law School is barred from participation due the actions of their alumni. Exceptions will be made to this policy if the offenders are disbarred for their violations of the Code of Ethics, and actions showing they clearly all got their bar licences out of a Cracker Jacks Box.

On a personal note- each person that I went to affiliated with that university that failed to return an email, or threatened me, or ignored my request for assistance is barred from all university events, and has to go through the hell their failure to respond created.

In order for them to participate in any fashion- they must retake the Care bear LSAT, and pass it.

In the event the agency is a law enforcement agency/EMS/Fire Department only once each officer involved has completed an acceptable apology letter, paid restitution been disciplined and the notification of that discipline sent to the credentialing agency for deceision as to loss of their certification will their ability to participate be reconsidered.

Offending departments may only apply to participate through their Chief's of Police, and in the event the Chief has assisted the Department in covering up their behavior only once the Chief has contacted the proper authorites to have his/her officers investigated in accordance with the law will their participation be reviewed.

Care bear points are awarded on Mon, Wed and Fri. Whatever agency scores the most points in a week gets to hang out with the Chief on Saturday.
