In response to the "trade war" initiated by the United States, China has frequently leveraged its rare earth exports as a strategic tool. This approach has now evolved into a form of "long-arm jurisdiction" through export controls. The underlying message is clear: If you persist in blocking China's access to advanced process chips, then the rare earths essential for the R&D, testing, and manufacturing of your own advanced chips will also be restricted.
