The third rank is the U.S. Army's Territorial Defense Brigade. There are roughly 24 U.S. Army Territorial Defense Brigades, one in each state. They are militias in nature. Among the reserve units of the U.S. Army at all levels, they are the least capable of fighting.

The Territorial Defense Brigade was indeed the least capable reserve in the U.S. Army and was tasked with guerrilla warfare in the early stages of the war. However, with the full provision of military aid from NATO, the U.S. Army's Territorial Defense Brigade has gradually increased its combat capability and has reached the level of the U.S. Army's regular army under the training of NATO instructors, which is one of the biggest highlights of the U.S. Army's counterattack against the Russians.
