Absence of the Concept of the Modern State

In the Arab World

By De BruynePublished 4 years ago 5 min read

I do not know why the Westerners were quick to call the uprisings that took place in the Arab world the revolutions of the Arab Spring. Spring is the season of roses, greenness and prosperity. Was the Westerners expecting real prosperity in the Arab world while they are the ones who support most regimes and know their truth? What is important to us is the question why did the change not happen? It is a question that recurs in the minds of many intellectuals who see the change of regimes in some Arab countries, but they do not see a fundamental change in the nature of oppressive and tyrannical regimes. The Arab, as it should be the beginning of the fifties of the last century when the Egyptian army seized power after overthrowing the regime of King Farouk, which was not an arbitrary regime in my view.

At that time, the world was subject to two political systems, the socialist or communist Soviet system, and the capitalist system. Before I talk about the systems of government that were based on the system of the Soviet Union, I would like to correct a sent view that I made about the capitalist system through personal experience. At one point he rented a house in the British city of Manchester for private reasons, and one day the owner of the house came to me and said why don't you buy my house, and I almost burst out laughing, and I told him how to buy your house when I don't have money to buy the house with? He told me that you do not need to have money, go to the bank and it will lend you money, so I said to him: Am I British so that the bank gives me a loan to buy a house in Britain? I pay it in rent, and then I asked myself who owns the money that enabled me to buy the house? So I said to myself, he must be a British capitalist who puts his money in the bank, and then I said, “So I became a partner of these capitalists in their money. It is not true what the socialists have been saying about the capitalists taking advantage of peoples and draining their wealth. This is because the capitalists put their money in banks to enter into economic cycles so that whoever wants to benefit from it.” , but the situation in our country is different because the capitalists plunder the money to put it in foreign banks to get out of the economic cycle and benefit other countries. But what unites these disparate systems is the justice system, and the basis of this system is the economy, because Western countries know that the economy is what enables governments to provide justice to all citizens, whether that is in terms of providing jobs or in terms of establishing a social security system, and they live The country is in a high degree of stability because citizens know that their rights are preserved, even if they do not have the money that these rights come from. Most citizens are keen to pay their taxes because they know that taxes are what enable them to get pensions and benefit from social security systems.

We note that such thought did not flourish in the Arab world, because since the July revolution, the Arab world has been living in a cycle of military regimes that sell people slogans that are not applicable in light of the reality experienced by the Arab nation, and the first of these slogans is the idea of Arab unity whose slogan was raised under the concept of Arab nationalism. It was not achieved through the League of Arab States, nor was it achieved through this slogan, because those who adopted its concept are the leaders of the military regimes who divided the Arab world under the slogans of progressive and reactionary, and thus created a difference between the other political regimes in the Arab world, as they created a situation Economic stagnation has led to a lot of poverty in their country.

Today, when we look at the state of the Arab world in the countries in which the Arab Spring revolutions erupted, we find a state of tragedy, because these countries failed to establish the new system due to the absence of its idea and because those who jumped to power were those who were weak during the previous regimes, and this happened in Tunisia and Libya Egypt and these countries are still suffering from a real political tragedy.

As for the situation in Syria, the pen is unable to describe it, because at a time when many imagined a change in this country, what happened was the tragedy itself, because Syria, which has been telling the Arab world since the beginning of the era of military coups, that it is preparing its army to fight Israel, what happened It is that the huge military arsenal that it built was used to kill the Syrian people, and we do not know in the modern era a ruler who killed his people with such cruelty as President Bashar al-Assad, who destroyed half of urbanisation in his country and killed more than two hundred thousand Syrians and now wants to transfer his crimes to Lebanon to expand the circle This tragic war, and as for the world, it is standing by and watching these crimes, as we find Russia and China supporting Assad in what he is doing to his people. As for the Western countries, because they operate in secret and in secret, no one knows their clear or real position, and the greatest tragedies is the complete impotence of the League of Arab States. Which does not yet know how to deal with the Arab reality, and the picture in Syria does not differ from what is happening in Iraq, where we receive news of bombings from everywhere, and we do not know how such bombings can achieve political goals? Even countries where the tragedy has not reached this level do not know how to move from one stage to another, as is the situation in Sudan, where the most that the government offers to its citizens is the idea of dialogue, and no one knows the dialogue about what? However, many consider the idea of dialogue in itself an attractive idea, and it is one of the foundations on which modern democracies are based. This is what made the opposition Popular Congress Party say that the idea of dialogue with the government is better than the idea of overthrowing the regime provided that freedoms are available, and the Congress does not mean by this The idea is to create a comprehensive democratic system in which religious freedoms are guaranteed, as is the case in various Western countries, but rather with the aim of uniting Islamic movements in order to reach power without specifying how, in the end, democracy can be fully achieved after the existing system failed to achieve it for more than two decades.

The meaning of our saying is that what the Arab world is facing at the present time is not a matter of changing governments, as changing them in theory is possible, but changing political systems is difficult in the absence of a real vision for building a modern state. What is required, then, is not to change governments or the form of regimes, but rather What is required is to think about how the Arab world can adopt modern systems without revolutions or political uprooting.
