The morning of November 12, 2023 started out like any other day for the residents of Uttarkashi, a small city nestled in the lap of the Himalayas. People were bustling around, preparing for the upcoming festival of Diwali, while a group of 41 workers were busy working on a highway project in a nearby tunnel.
