"Full owner" means the user can do anything on the console while gaining access, such as setting the bootloader, hacking, and even determining what can be run on the console.
According to the same report, if this leak is true, Sony cannot fix the leak with a firmware update. There are two scenarios where this would be highly unlikely.
The first scenario is that a firmware update will not replace the ROM Key, and if it is replaced, the console will not be able to power on at all, making this impossible.
The second scenario is a hardware revision, and this is the only way to fix the leak. However, this method only secures consoles that are about to be manufactured, and older consoles can still be hacked.
