2025 NFL mock draft: Miller predicts 15 first-round picks out of 32.part 2
Picks 16–32 Breakdown | Surprise Selections, Rising Stars, and Draft Day Drama

16. Arizona Cardinals
Matthew Golden, WR, Texas
The Cardinals were linked to wide receivers and cornerbacks by league sources after Arizona fulfilled its front-seven needs in free agency. But the most recent buzz said adding offensive firepower is the front office's top priority, making Golden an appropriate selection.
17. Cincinnati Bengals
Shemar Stewart, Edge, Texas A&M
"They have to get a rusher," a source told me not to overthink the Bengals' draft plans. Stewart is a player who uses tools and has a lot of potential. He could one day take over for Trey Hendrickson.
18. Seattle Seahawks
Grey Zabel, C/G, North Dakota State
Based on conversations with multiple league sources, the Seahawks' pick comes down to two players -- McMillan and Zabel. "The depth at guard is better than the depth at receiver," said one rival GM, but with McMillan long gone, the Seahawks could jump on the best interior lineman in the draft.
19. Tampa Bay Buccaneers
Jahdae Barron, CB, Texas
Sources were all over the place on Tampa Bay's pick, but they agreed that the Bucs would go defense here. Barron and linebacker Jihaad Campbell (Alabama) were the two most mentioned names, but injury concerns surrounding Campbell could push him out of Round 1, according to one GM.
20. Denver Broncos
Emeka Egbuka, WR, Ohio State
In mock drafts, the Broncos were often linked to North Carolina running back Omarion Hampton, but I hear they are more interested in tight ends and wide receivers in the first round. The scouting community regards Egbuka as solid and secure, and he has a lot of admirers.
21. Pittsburgh Steelers
Shedeur Sanders, QB, Colorado
I still don't like this pick, even after speaking with more than a dozen sources about it. Sanders is most likely to go here, but no one agrees on where the Steelers might go in this position. One rival GM said there's a "40% to 50%" chance Sanders goes to Pittsburgh.
22. Los Angeles Chargers
Mike Green, Edge, Marshall
Green could legitimately go anywhere from No. 11 all the way down to Round 2 in my discussions with scouts this week, making him one of the hottest and most intriguing names. That said, the Chargers are rumored to be all-in on improving at edge rusher in the early rounds.
23. Green Bay Packers
Will Johnson, CB, Michigan
There was a lot of talk about the Packers looking into wide receivers, but I keep hearing that the Packers will take that pick in the second round, just like they always do. My board lists Johnson among the top ten players, but sources said that because of concerns about injuries last season, he will fall into his early 20s.
24. Minnesota Vikings
Nick Emmanwori, S, South Carolina
The Vikings have been connected to defensive backs heavily in the past two weeks and are often mentioned as a trade-back candidate since the team has only four picks in this draft. Emmanwori has the height, weight, and speed to make a difference at safety if they stick with it.
25. Houston Texans
Josh Simmons, OT, Ohio State
Scouts say that Simmons' draft range is one of the widest on the list. Due to concerns about interviews and his October patella tendon tear, some said he could leave the board as early as No. 11. Others said he could leave Round 1. The Texans are desperate to fix their offensive line, according to one scout. Guard Tyler Booker (Alabama) has also been mentioned as a target here.
26. Los Angeles Rams
Maxwell Hairston, CB, Kentucky
A rival scout stated that he would wager that the Rams would select either Hairston or Trey Amos (Ole Miss) as their first-round cornerback. Let's go with the player who posted a combine-best 4.28-second 40.
27. Baltimore Ravens
Malaki Starks, S, Georgia
Starks is Baltimore's dream pick, according to conversations with multiple scouts around the league. The Ravens want to keep Kyle Hamilton in a deep safety position because of his ability to play multiple positions at a high level.
28. Detroit Lions
Tyler Booker, G, Alabama
With Zabel off the board, the Lions would grab one of the most beloved players in the class when you talk to coaches and scouts. Booker is an interior mauler and fills the opening created when Kevin Zeitler left in free agency.
29. Washington Commanders
Donovan Ezeiruaku, Edge, Boston College
Washington was mentioned by a number of teams as a team that could be traded out of the first round, particularly if someone wanted to trade up for a quarterback. But we're going to stay put and go with Ezeiruaku, who fills a huge need as a speedy pass rusher.
30. Buffalo Bills
Trey Amos, CB, Ole Miss
During the draft, Buffalo has been linked to a number of defensive tackles, but sources have said that the team prefers Amos to the defensive tackles on the market. One scout declared, "It's a deep DT class." "In Rounds 2 or 3, Buffalo can get a nose tackle."
31. Kansas City Chiefs
Derrick Harmon, DT, Oregon
Last week, I said that Kansas City might be a team to trade up to, but that didn't work out in this mock draft. Instead, the Chiefs would address a top-two need for a defensive tackle next to Chris Jones.
32. Philadelphia Eagles
Kenneth Grant, DT, Michigan
Philadelphia would love to get a safety, but Emmanwori and Starks are off the board. The Eagles will "draft the biggest, best guy on the board," according to one scout, I was told. Grant is big at 6-foot-3, 339 pounds, and he is No. 30 in my rankings.
