You know that feeling when someone is watching you? I've got that right now. I'm trying to ignore it but I'm feeling it. It's like a spider crawling over your skin, its legs barely touching you but you feel its trace anyway and wonder, Is it a hair?, hoping, only to discover another creature has violated your space. You quickly flick it off, relieved, but you shudder nonetheless.
I look around. I've found the watcher.
Middle-aged. Not bad-looking. Intense though.
I'll look away.
No, I can still feel it.
And he's still looking.
Now, I'm creeped out.
Time to leave.

When those looks are wanted, there's nothing finer. But when those looks are not, creep factor is at the maximum.

I'd say it's more of whether the person looking is good-looking. Pretty privilege plays a role here too.
