steps to create an account in DigiLocker
step 1: This app is available for both Android and IOS. download the app.
step 2: create a new username and pin to login DigiLocker account. the pin should be 6 digits.
step 3: To download the needed documents for you. you should know the number of all documents example ( Aadhaar number: 12digit 0000 0000 0000).
step 4: It will verify the Aadhaar number of 12 digits DigiLocker and gives you a softcopy of that document immediately.
1. Acceptance of Driving Licence, Registration Certificate or other
documents presented through DigiLocker or mParivahan platform
2. The DigiLocker platform of the Ministry of Electronics and Information Technology,
Government of India and the mParivahan mobile app of this Ministry has the facility to
pull a citizen's Driving Licence or the Registration Certificate or any other certificate in
an electronic form. These electronic records available on DigiLocker or mParivahan are
deemed to be legally recognised at par with the original documents as per the provisions
of the Information Technology Act, 2000.
3. As per the provisions of the Motor Vehicles Act 1988, and the Central Motor
Vehicles Rules 1989, the owner / driver has to produce the documents viz. licence or
certificate of registration etc. to the authority on demand.
4. The data related to the insurance of new vehicles and renewal of insurance of
vehicles is also being uploaded by the Insurance Information Board (liB) on the VAHAN
database on a daily basis now and the same is reflected on the mParivahan / eChallan
app of the Ministry. If the vehicle registration details on the mParivahan / eChallan app
contain the details of the policy which is in-force, then the requirement of a physical
copy of the insurance certificate is also not to be enforced.
5. In light of the provisions of the Information Technology Act 2000, it is requested
to consider the documents available in the 'electronic form' in the DigiLocker platform or the mParivahan mobile app as valid under the Motor Vehicles Act 1988 and be treated at par with the certificates issued by the transport authorities.

Sections 6, 7 and 8 not to confer right to insist document should be accepted in electronic form.
Nothing contained in sections 6, 7 and 8 shall confer a right upon any person to insist that any
Ministry or Department of the Central Government or the State Government or any authority or body es tablished by or under any law or controlled or funded by the Central or State Government should accept, issue, create, retain and preserve any document in the form of electronic records or effect any monetary transaction in the electronic form.
For a long time, the government has argued that documents kept in officially recognised digital apps like DigiLocker and mParivahan are valid, i.e., they can be shown to traffic police officers and accepted. Nonetheless, there is still uncertainty around the apps' legality. In fact, the government changed the Central Motor Vehicles Rules as needed a year or so ago to make it lawful to store car records in these applications, but we assume the lack of effective communication at the time led to confusion that continues to this day.
Yet as of late, the government has published a thorough standard operating procedure (SOP) for the acceptance of driving licenses, registration certificates, and other pertinent papers submitted electronically.
