Researchers have discovered intriguing radio transmissions emanating from outer space. These signals could simply be cosmic energy flashes from a far-off neutron star, or they could indicate the discovery of a highly developed civilization 90 light years beyond Earth. What kind of civilisation would be able to transmit such signals?
