Fight against invisible pollution and help non-toxic China

Abstract

Lead is a toxic heavy metal that does great harm to the environment and human health, which can damage human fertility and affect the healthy development of fetuses.

The Institute of Health Metrology and Evaluation estimates that the long-term health effects of lead exposure killed 1.06 million people worldwide and lost 24.4 million healthy life years (disability-adjusted life years) in 2017.

High-dose lead exposure does great damage to many organs of the human body, especially to children.

And lead has no so-called "safe" lead concentration, even if the concentration of lead in human blood is as low as 5 micrograms per deciliter, it will still have a negative impact on children's intellectual development, motor function and learning ability.

The high toxicity and multiple exposure ways of lead make lead the key goal and priority of chemical control in the world.

Because lead is widely used in paint industry, and paint is closely related to our life, lead in paint is one of the main sources of lead exposure.

The international community has made the production and use of paint lead a priority in chemical management and has established the goal of promoting governments to speed up legislation to limit and phase out lead-containing paints.

World Health Organization (WHO) joined hands with the United Nations Environment Programme to establish the Global Alliance for the Elimination of lead Coatings. The main goal of the alliance is to promote the phasing out of the production and sale of lead-containing coatings and ultimately to eliminate the risks posed by such coatings.

China is a big country in the production and use of paints. Echoing the advocacy of World Health Organization (WHO) and the Global Alliance for the Elimination of lead Coatings, China has formulated and issued a series of policies to restrict the production and use of lead coatings.

In order to reduce the risk of lead exposure in paint and the potential harm to the public, China has proposed an upper limit on the content of soluble lead in paint, and upgraded the requirement of lead content in solvent-based wood paint from "soluble lead content ≤ 90mg/kg" to "total lead content ≤ 90mg/kg" in 2020, which put forward higher requirements for restricting the use of paint lead.

In order to test whether the lead content of solvent-based wood paint sold in China reaches the new standard after the implementation of the new standard, the non-governmental organization Shenzhen Zero waste Environmental Protection Public Welfare Development Center, non-toxic Pioneer, launched a market survey on lead content of solvent-based wood paint in 2021.

The total lead test result of a paint sample is 228000mg/kg, which is 2532 times higher than the national standard.

It was found that among the 36 paint samples submitted for examination, the lowest content of total lead was 55 mg/kg and the highest was 236000 mg/kg.

The total lead content of 27 paint samples exceeded the standard limit, of which 22 paint samples had a total lead content of more than 10000 mg/kg

According to the implementation date of the new standard, only 2 of the 13 paint samples produced before December 1, 2020 have total lead content ≤ 90mg/kg, and only 6 of the 22 paint samples produced after December 1, 2020 have total lead content ≤ 90mg/kg, which meets the latest national standards.

The research team sampled 36 paint samples from three online e-commerce platforms (Taobao, JD.com, pinduoduo) and offline stores.

Judging from the qualified rate of samples from different channels, there is a low qualified rate of paint products both offline and online.

From the test results of the three e-commerce platforms, Taobao has the lowest sample qualified rate, and there is a higher proportion of substandard products on sale, and the qualified rate of the three e-commerce platforms is less than 30%.

From the survey results, it can be seen that there are still many problems in China's paint industry, the implementation of the new standard does not play a strong regulatory role in the solvent-based wood paint market, and the qualified rate of sampling samples has not been significantly improved. Market supervision needs to be strengthened.

In the past year, through our communication with the Market Supervision Administration and the e-commerce platform and a series of advocacy actions, so far, the solvent-based wood paint products with excessive total lead content in the e-commerce platform have basically been removed from the shelves.

On the basis of the above investigations and actions, non-toxic Pioneer has completed the 2021 market survey report on lead content in solvent-based wood paints, and will launch an online seminar with the theme of "working together to create a world of lead-free coatings" on October 26, 2021, and the report will be released.

The seminar will also invite experts and teachers from IPEN, paint industry, e-commerce platform and other related fields, as well as the media and the public to share and communicate with each other to strive for a lead-free world of paint.
