It was just another Saturday for Pavel Durov, the CEO of Telegram. He was on his private jet, traveling from Baku, set to land near Paris. It seemed like business as usual, but the moment he landed, the situation took a dramatic turn. Durov was detained by French authorities and is currently in custody. President Emmanuel Macron has stated that there is no political motive behind the arrest and that his government is not involved. Durov can be held for up to 96 hours, or four days, after which he will either be charged or released. The exact outcome remains uncertain, but the arrest is linked to Telegram, the messaging app he co-founded.

So, who is Pavel Durov, and why is he often referred to as the "Russian Zuckerberg"? Born in St. Petersburg, Russia, in 1984, Durov’s life took a significant turn in 2006. While still a college student, he was inspired by the success of Facebook and sought to replicate it in Russia. That year, he launched VKontakte (VK), a social networking site that closely resembled Facebook. VK quickly became a game-changer, gaining immense popularity in Russia and growing into a $3 billion company. This success earned Durov the moniker "the Mark Zuckerberg of Russia."

However, Durov’s journey has not been without controversy. In 2011, he clashed with Russian authorities when they demanded he shut down the account of Alexei Navalny, a prominent opposition leader and critic of President Vladimir Putin. Durov refused, which put him at odds with the Russian government. The situation worsened in 2014 when Russia annexed Crimea, and Moscow requested personal data on Ukrainian leaders from VK. Durov again refused, leading him to sell his company and leave Russia. At that time, he had around $300 million in his account and decided to channel his efforts into creating a new venture: Telegram.

Launched quietly in 2013, Telegram was developed while Durov traveled extensively. The app has since grown into one of the largest messaging platforms, boasting approximately 950 million users. Telegram's appeal lies in its emphasis on privacy and freedom of speech. Durov has consistently refused to moderate content on the platform, does not share data with governments, and does not sell user information to other companies. Additionally, Telegram allows for much larger group sizes than competitors—up to 200,000 people per group—making it a popular tool for independent news channels and pro-democracy groups. However, this also makes it a haven for misinformation, neo-Nazi groups, child trafficking, and drug trafficking.

Telegram’s controversial nature has made it a target for various governments. In 2018, Iran attempted to ban the app, and Russia, Spain, and Brazil have also taken action against it for various reasons, including intellectual property violations and regulatory issues. Now, France has added its voice to the chorus of criticism, accusing Telegram of failing to moderate harmful content and not cooperating with authorities. French authorities argue that since Telegram is not adequately addressing harmful content on its platform, the CEO should be held accountable.

Telegram's response has been one of defiance. The company asserts that Durov has nothing to hide and emphasizes that it complies with European Union laws. They argue that holding a platform responsible for the actions of its users is not only unprecedented but also problematic. The situation underscores a broader debate about the responsibility of tech platforms for content posted by their users.

Durov, known for his eccentricities, including his preference for all-black attire and his unconventional public persona, has faced significant challenges as a high-profile tech entrepreneur. With a net worth of approximately $15.5 billion, he has become a symbol of both innovation and controversy.
