Decommissioning of a Water Source

Effective immediately, access to Water Source 3B is prohibited under Public Safety Ordinance 14.7. This determination follows a review of ongoing irregularities, unregulated activity, and conditions deemed unsuitable for continued public interaction. Physical barriers will be installed, and all unofficial markers, offerings, and points of entry will be removed to prevent further incident. These measures are not punitive. They are necessary.

All signage referencing prior use or designation of the site will be removed to reduce confusion and discourage continued interest. The presence of personal objects, written materials, or symbolic markers has complicated enforcement efforts and contributed to misinterpretation of the site's function. Members of the public are reminded that no officially recognized benefit has ever been associated with this location.

Reports describing restorative, curative, or otherwise anomalous effects attributed to the site are unsubstantiated and should not be circulated. Such accounts complicate public understanding and undermine compliance with this order. The Department acknowledges that some individuals may experience difficulty disengaging from the location; however, continued attachment presents a risk not only to the individual, but to the broader public.

For the safety of all parties, the site will be drained and sealed no later than the end of the month. Any remaining water will be diverted and treated in accordance with standard disposal procedures. Individuals who report sensations of warmth, clarity, or relief upon approach should understand that such responses are stress-related and temporary. No long-term benefit has been observed. No return is planned.
