In a desperate act, a man threw his German shepherd from the roof of the stalled truck to another safe location. The areas at risk of flooding encompassed approximately 22,000 people living in Russian-controlled territories on the eastern side of the river, with an additional 16,000 residing in the most vulnerable zone on the Ukrainian-held western side. These areas, akin to the ones evacuated on Tuesday, faced significant threats. The United Nations reported that at least 16,000 people had already lost their homes, prompting efforts to provide affected individuals with clean water, financial support, legal aid, and emotional assistance. Evacuations from the Ukrainian-controlled side transported people to cities like Mykolaiv and Odesa in the west.
Marie Struthers, Amnesty International's regional director for Eastern Europe, emphasized the magnitude of the disaster, stating, "The human and environmental cost of the destruction of the Kakhovka dam is a huge humanitarian disaster—and the international community must unite to bring those responsible to justice." Struthers underlined that dams are explicitly safeguarded by international humanitarian law due to the peril they pose to civilians when destroyed.
UN spokesperson Stephane Dujarric warned of the severe and long-term consequences resulting from the dam breach, including the displacement of explosive ordnance and the potential for altering the humanitarian situation in the region. Kherson, which was liberated by Ukrainian forces the previous autumn, had already borne witness to the horrors of Russia's blitzkrieg campaign against Ukraine, including alleged rapes, arbitrary killings, and enforced disappearances during months of occupation. Presently, the city continues to endure regular shelling from across the nearby front line established along the river.
