West eyes more sanctions on Russia as war rages in Ukraine’s east

According to Ukraine's General Staff, Russian forces bombarded targets in eastern and southern Ukraine with missiles, drones, and artillery on Monday, as millions of people remained without electricity in the freezing cold following additional attacks on vital infrastructure.

Before scheduled Group of Seven (G7) and EU meetings on Monday that may decide to impose additional sanctions on Russia, Ukraine's President Volodymyr Zelenskyy spoke with the presidents of the United States, France, and Turkey over the course of the weekend.

The worst conflict in Europe since the Second World War, which Moscow describes as a "special military operation" and Ukraine and its allies label an unjustified act of aggression, has no peace talks underway and no end in sight. According to Sergei Vershinin, Russia's deputy foreign minister, the United States still does not have a "constructive" stance on the situation in Ukraine. A number of meetings between the two nations have taken place in Turkey. According to the White House, U.S. President Joe Biden informed Zelenskyy during a call on Sunday that Washington was giving priority to bolstering Ukraine's air defenses. According to Zelenskyy, he praised Biden for the "extraordinary defense and financial" support the US has given.

On Monday, the Black Sea port of Odessa in Ukraine restarted operations that had been halted after two energy installations were attacked by Russian drones produced in Iran on Saturday. Around 1.5 million people are slowly having their power restored, but things are still difficult, according to a statement released on Monday by the country's grid operator, Ukrenergo.

Other places with "extremely serious" power supply issues, according to Zelenskyy, include the nation's capital Kyiv, the Kyiv region, four regions in western Ukraine, and the Dnipropetrovsk region in the country's center. According to the Kyiv area government, 14 communities there are still without electricity, and another 37 have intermittent power. Overnight into Monday, there were no reports of brand-new strikes or outages.

HEAVY BATTLE

Martin Griffiths, the head of the UN agency for humanitarian affairs, arrived in Ukraine on Monday to assess "the effect of the humanitarian response and new problems that have emerged as infrastructure damage has increased amid bitterly cold winter conditions," according to his office.

The Ukrainian General Staff reported that its forces had successfully resisted Russian assaults on eight communities in the neighboring Luhansk area as well as four settlements in the eastern Donetsk region.

In the Donetsk region, one of four that Moscow claims to have annexed from Ukraine after "referendums" that Kyiv has deemed illegal, Russia continued its attacks on Bakhmut, which is now largely in ruins, Avdiivka, and Lyman, and launched two missile strikes against civilian infrastructure in Kostyantynivka.

According to Ukraine, Russian forces are losing a significant amount of soldiers in severe combat on the eastern front, which is also having an impact on its own troops.

At a military hospital in eastern Ukraine, Oleksii, a 35-year-old army doctor who declined to give his full name, told Reuters that "there are days when there are many seriously wounded: four or five amputations at once." Russian soldiers reportedly pounded targets in eastern and southern Ukraine on Monday with missiles, drones, and artillery as millions of people remained without electricity and froze to death as a result of new attacks on critical infrastructure, according to the Ukrainian General Staff.

No peace talks are in progress, and an end to the biggest conflict in Europe since the Second World War—which Moscow refers to as a "special military operation" and Ukraine and its allies call an illegal act of aggression—is not in sight. Russian deputy foreign minister Sergei Vershinin asserts that the United States continues to lack a "constructive" position on the conflict in Ukraine. Turkey has hosted several meetings between the two countries. U.S. President Joe Biden reportedly told Zelenskyy over the phone on Sunday that boosting Ukraine's air defenses was a top priority for Washington. Zelenskyy claims that he commended Biden for the US's "exceptional defense and financial" support.

After two energy sites were targeted by Russian drones made in Iran on Saturday, the Ukrainian Black Sea port of Odessa resumed operations on Monday. According to a statement issued on Monday by Ukrenergo, the nation's grid operator, things are still challenging for the roughly 1.5 million people who are gradually having their power restored.

According to Zelenskyy, the country's capital Kyiv, the Kyiv area, four regions in western Ukraine, and the Dnipropetrovsk region in the centre of the country are among the other locations with "very critical" power supply concerns. 14 settlements in the Kyiv region still lack electricity, and another 37 have sporadic power, according to the local authorities. There were no further strikes or disruptions reported over the course of the night or on Monday.

STRONG BATTLE

In order to evaluate "the effect of the humanitarian response and new difficulties that have evolved as infrastructure damage has worsened in very cold winter weather," according to his office, Martin Griffiths, the head of the UN agency for humanitarian affairs, arrived in Ukraine on Monday.

According to the Ukrainian General Staff, its soldiers had effectively repulsed Russian attacks on four settlements in eastern Donetsk and eight communities in the nearby Luhansk territory.

Josep Borrell, the head of EU foreign policy, expressed optimism that the package will be approved later on Monday or Tuesday. The ministers will also talk about providing Ukraine with a further 2 billion euros ($2.11 billion) worth of armaments.

Separately, Zelenskyy is expected to participate in an online meeting concerning the situation in Ukraine that German Chancellor Olaf Scholz will conduct with other G7 leaders. At 1630 GMT, Scholz is scheduled to hold a news conference.

After speaking with Biden, Emmanuel Macron of France, and Tayyip Erdogan of Turkey on Sunday, Zelenskyy declared, "We are always working with partners," adding that he anticipates some "significant results" from the upcoming international conferences on Ukraine.

U.S. Treasury Secretary Janet Yellen told CBS's "60 Minutes" that Washington would continue to provide more than $50 billion in military and economic aid to Ukraine "for as long as it takes" and reaffirmed that putting an end to the conflict was the single best thing the country could do for the world economy.

Zelenskyy claimed to have discussed securing Ukraine's grain shipments with Erdogan in "quite explicit" terms.

Turkey, which served as a peace mediator in the early stages of the conflict, also collaborated with the UN on a grain deal that allowed Ukrainian ports to reopen for exports in July after a de facto Russian embargo of six months.

Erdogan's office reported that the Turkish leader spoke with Russian President Vladimir Putin on Sunday and urged a swift resolution to the dispute.

Putin warned of a lengthy battle last week and stated that Moscow's nearly complete loss of trust in the West would make a final settlement over Ukraine much more difficult to negotiate.
