I. Objectives and tasks

Through special activities, efforts to build political quality, excellent business skills, a high level of education of high-quality teachers, and vigorously creating a good atmosphere of respect for teachers throughout society, with practical action to meet the victory of the 20th Party Congress.

Second, the work arrangements

(A) mobilization and deployment (early April 2022).

Universities in each city should quickly deploy this special activity, widely publicize it through various forms, and actively create a public opinion posture and atmosphere favorable to the work. Focus on the Ten Guidelines on Professional Behavior of Teachers in Universities in the New Era, Ten Guidelines on Professional Behavior of Teachers in Primary and Secondary Schools in the New Era, Ten Guidelines on Professional Behavior of Teachers in Kindergartens in the New Era, Guidelines on the Treatment of Teachers' Moral Misconduct in Universities, Measures for Handling Violations of Professional Ethics by Teachers in Primary and Secondary Schools (revised in 2018), Measures for Handling Violations of Professional Ethics by Teachers in Kindergartens, Measures for Handling Violations of Professional Ethics by Teachers in Primary and Secondary Education disciplinary rules (for trial implementation)" and other relevant provisions to carry out interpretation and implementation, regulate professional behavior, and clarify the bottom line of teacher ethics.

(II) special treatment (April 2022 - March 2023).

1. Clarify the responsibilities and tasks. Universities in each city should clarify the responsible leaders, responsible departments (ministries, sections), and specific responsible persons for the work of teacher morality and style construction, implement the division of responsibilities and eliminate the phenomenon of shirking responsibilities. To further compact the primary and secondary schools, kindergartens, and schools (kindergartens) education department, the main responsible for the construction of teacher morale and teacher style in colleges and universities, as well as the main responsible person for primary and secondary schools (kindergartens), the secretary (dean) of secondary colleges of colleges and universities teacher morale and teacher style construction first responsible person responsibility. 2. Increase the intensity of special inspections. Each city should carry out special inspections from time to time, and may also invite the media to supervise and commission third-party organizations to carry out special inspections or unannounced visits to get a comprehensive understanding of the situation of teacher morality and teacher style and the development of special work. Colleges and universities should give full play to the role of party organizations of secondary colleges, through various ways, to fully understand the ideological and political situation of teachers and teachers' morality in each college, and timely find out and solve the existing problems. The colleges and universities in each city should actively seek the cooperation of public security, human resources and social security, market supervision, and other departments to form a special work synergy. For not fulfilling or incorrectly fulfilling the responsibility of teacher morale and teacher style construction management, repeatedly appearing the problem of teacher moral misconduct or causing bad social influence due to teacher moral misconduct, our department will take serious treatment by interview, notification, and other means depending on the seriousness of the situation, and hold the relevant personnel responsible.

3. Widely accept the supervision of the public. All cities and colleges and universities should publish the telephone and mailbox for reporting complaints in the media, website and public display board, answer the telephone for reporting complaints, receive or transfer the mailbox for receiving clues promptly, and deal with the problems reflected by the public promptly. 4. Strictly in accordance with the law to deal with. 5. sound information reporting system. Establish and improve the provincial, municipal, and county linkage, provincial, and university linkage of teacher ethics supervision and notification system. Municipalities, counties (cities and districts) education administrative departments, colleges, and universities need to designate a person responsible for information reporting, summarizing the treatment of teacher moral misconduct in the current month, and filling in the information through the Shandong Provincial Teacher Management Service Platform before the 28th of each month. For the hidden report, and concealment of the problem, the Office will be held responsible for the personnel concerned.

(C) a comprehensive summary (by the end of March 2023).

Each city and university should carefully sort out the typical cases and effective practices of teacher morality and style construction in local schools, analyze the existing problems and weak links and form a summary of the work. At the same time, they will continuously consolidate and expand the results of special activities and actively promote the construction of long-term mechanisms.

Third, the work requirements

(a) Attach great importance to the ideology. All cities and colleges and universities should deeply understand the importance of teacher morale and teacher style construction, take strengthening teacher morale and teacher style construction as the primary task to strengthen the construction of teachers, and comprehensively improve the ideological and political quality and teacher morale and teacher style construction level of teachers in our province through special activities. All cities and universities should increase the publicity of outstanding teachers and model teachers and strengthen the guidance of public opinion on teachers' morality. To actively respond to negative public opinion, pay great attention to the sensitivity, suddenness, and destructiveness of public opinion on teachers' morality and style, and find out the key points that may trigger public opinion as early as possible, fight for the initiative, make comprehensive research and judgment and deal with them in time. The clues of teacher moral misconduct reflected by various media should be carefully verified and processed, and timely responses should be made. For the proven misconduct of teachers, serious accountability; distortion of the truth, confusion, to be clarified, for teachers to correct the name, to prevent inaccurate information and negative public opinion damage the image of the teaching profession.

(D) improve the way of work. All cities and colleges should do a good job of integrating the special activities with other key work of the year, strengthen the innovation of working methods, organize and carry out relevant activities in multiple channels and forms, and improve the relevance and effectiveness of the special activities. Pay attention to the summary and refinement of the highlights and successful experiences during the activities, and report them to our office in time.
