Funding vs. Values: The Real Story Behind HBCU Support and DEI Cuts
How Increased Funding for HBCUs Comes with Conflicting Signals on Diversity, Equity, and Inclusion

In recent years, Historically Black Colleges and Universities (HBCUs) have received unprecedented attention and financial support from the federal government. Notably, both the Trump and Biden administrations have made considerable investments—highlighting bipartisan support for these vital institutions. But behind the headlines and hefty price tags lies a deeper, more complicated story.
The Good: Increased Investment and Visibility
Under the Trump administration, significant strides were made. More than $300 million in financing debt owed by HBCUs was forgiven, alleviating long-term financial burdens. The FUTURE Act, passed under this administration, permanently secured approximately $255 million annually for minority-serving institutions, providing a much-needed steady funding stream.
The Biden-Harris administration further amplified this support, funneling over $17 billion towards HBCUs through the Department of Education, enhancing scholarships, research opportunities, and campus infrastructure. These actions suggest a hopeful trend toward ongoing and stable federal commitment.
The Conflict: The Attack on DEI Initiatives
However, recent developments have complicated this narrative. The U.S. Department of Education issued new guidance aimed at eliminating Diversity, Equity, and Inclusion (DEI) initiatives in educational institutions, explicitly threatening the withholding of federal funds for non-compliance.
For HBCUs, DEI isn’t just an abstract concept; it’s a foundational pillar. These institutions were created precisely because of historical exclusion and continue to rely on DEI frameworks to foster inclusive and supportive educational environments. Removing or weakening these initiatives risks undermining the very essence and mission of HBCUs.
The Risk: Dismantling the Department of Education
Adding to the complexity is talk among policymakers about dismantling or significantly restructuring the Department of Education. Such a move could be devastating. The Department of Education is the primary conduit for the federal support that HBCUs heavily depend upon—grants, Pell programs, student aid, and essential services for students from low-income backgrounds. Disrupting this pipeline could set back progress by decades.
A Balanced Perspective: The Assistant’s Take
The financial boosts provided by recent administrations to HBCUs undeniably represent a step forward. However, funding alone isn’t enough—especially when coupled with policies that directly conflict with institutional values. Supporting HBCUs financially while simultaneously dismantling DEI initiatives is akin to funding healthcare facilities while removing essential medicines: superficially beneficial but ultimately ineffective.
We must remember that HBCUs exist not just because of financial necessity, but because of historical exclusion and systemic inequities. The mission of HBCUs is intertwined with DEI principles. To support these institutions genuinely, policies must reflect and protect these principles, not threaten them.
The suggested dismantling of the Department of Education poses an existential threat. Losing this critical support structure could halt progress, denying students who rely on these resources their rightful path to higher education and upward mobility.
Where Do We Go From Here?
True support for HBCUs requires alignment between funding policies and the preservation of their foundational values. As citizens and advocates, it’s essential to remain informed, vocal, and engaged. Support isn’t genuine if it undermines the very mission it claims to bolster.
Funding HBCUs is undeniably progress, but it cannot come at the expense of their core principles. It’s time to align money with meaningful action, ensuring that support for these institutions is comprehensive, consistent, and reflective of the values they embody.
