Although Garp himself may never come out and outwardly support Luffy to be the Pirate King, his actions most definitely show how much respect he has toward his grandson's determinations and independence. The flip side of this is that the tacit support Garp gives Luffy can be attributed to the rebelliousness that's wired into him. Though a Marine to the very core, Garp often contests policies brought about by the Marines, which is an affront to his flexibility, and one can see that he has a definite aversion to blind loyalty towards authority. This echoes in Luffy's independence, where he chases his dreams with the same relentless spirit Garp tries to bring into justice. In a way, Luffy's dream of freedom and adventure embodies the same desire for independence Garp has always upheld, creating a bond of shared values despite their opposite paths.
Why Garp's Support Matters
Garp's silent endorsement of Luffy's dreams speaks volumes about the level of intricacy in family relationships, especially when values and life choices diverge. Luffy chose to be a pirate, which utterly denied the safe and organized life that Garp had wanted for him; however, Garp's acceptance of the fact that Luffy is to pursue his own life is deep respect to individual autonomy. In the end, what Garp considers most important is family, rather than duty, even if it includes personal conflict and heartache.
