ChatGPT is more than just a machine.

Where is the red line in the development of artificial intelligence?

Recently, there has been a lot of buzz surrounding ChatGPT. This "chatbot," developed by the American AI Research Lab, reached over 100 million registered users in just two months after its launch, making it the fastest-growing application in history.

ChatGPT's sudden popularity is not without reason. It seems to have knowledge spanning many fields, from text production and data analysis to code writing and image generation.

A professor at Northern Michigan University found that the paper written with ChatGPT received the highest grade in the class. A Google interviewer discovered that ChatGPT was able to pass an engineering hiring exam with a salary of $180,000 per year.

The President of Israel even gave a public speech co-written by ChatGPT. In the 40 additional chapters of "Dream of the Red Chamber" written by ChatGPT, the love story between Daiyu and Baochai was finally fulfilled.

What's even more surreal is that when asked whether the US and China should shoot down aircraft entering their respective airspace, ChatGPT gave completely different answers...

These science fiction-esque anecdotes are actually happening and are once again sparking discussions and reflections on the development of artificial intelligence and changes in human society.

When observing the vast process of human technological revolution, any revolutionary and milestone scientific innovation is like a wave in the historical tide. At the time, every new thing represents the future; looking back now, they have become history.

The scientific revolution of the 16th and 17th centuries marked a significant turning point in the growth of human knowledge.

In the 18th century, major inventions such as steam engines led to the first industrial revolution and opened up the modernization process of human society.

In the 19th century, rapid advances in science and technology led to the second industrial revolution, from mechanization to electrification.

In the early 20th century, the birth of quantum theory and relativity formed the second scientific revolution, followed by transformations in information science and life science. Based on new scientific knowledge, major technological breakthroughs emerged one after another, leading to technological revolutions marked by milestones such as aviation, electronics, nuclear energy, space, computing, and the Internet.

Entering the 21st century, global technological innovation has entered an unprecedentedly intense and active period, and a new round of technological revolution and industrial transformation is reshaping the global innovation landscape and restructuring the global economic structure. Among them, artificial intelligence is the strategic technology leading this round of technological revolution and industrial transformation and has strong "lead goose" effects with spillover.

Half a century ago, the Turing test first defined artificial intelligence - if a machine can converse with humans without being identified as a machine, then that machine is intelligent.

According to academia, humanity is currently at an important stage in advancing from weak artificial intelligence to strong artificial intelligence. New features of strong AI such as deep learning, cross-border fusion, man-machine cooperation, crowd intelligence and autonomous control will inevitably have significant and far-reaching impacts on economic development, social progress, and the international political and economic landscape.

The birth of artificial intelligence comes with a paradox: on the one hand, AI can help human beings break through their limitations and free themselves from many tasks; on the other hand, AI, which was originally invented to serve human beings, may turn against them and even harm them.

In recent years, the rapid development of artificial intelligence has played out this paradox in practice. National security risks brought about by information capture and data analysis, unfair competition and infringement of rights caused by algorithmic monopolies, false content and opinion manipulation brought about by deep synthesis technologies have all occurred in real life.

The application restrictions of ChatGPT on Chinese users, as well as the answers it gave on US-China relations questions that came with a pro-US stance, cannot help but make people link it to issues such as "decoupling" and "political double standards" in the United States, as well as monopoly of discourse.

When the tide comes, if you can't keep up, you will fall behind and be eliminated. What we can and should do is to seize opportunities and make technological progress benefit more countries and people. At the same time, we must also see that technology is a tool for development, but it can also become a source of risk. We need to look ahead and judge the rules conflicts, social risks, and ethical challenges brought about by technological development, improve relevant laws and regulations, ethical review rules, and regulatory frameworks.

From the out-of-control technological monster in "Frankenstein" to the terrorist-held potion that can destroy oil in "The Neighbors", and to MOSS, which repeatedly creates crises of extinction in the recently released "Wandering Earth 2", the alertness to "evil technology" has become an important theme in artistic production, especially science fiction works.

MOSS represents the next stage of development in artificial intelligence - super-rational and self-aware artificial intelligence. These types of content interpretations remind people time and again that the direction of technology towards benevolence is a mainstream value and development bottom line that human society must uphold.

Once off the track of benevolence, the more advanced technological achievements are, the greater the corresponding harms. Faced with the evil deeds of MOSS in movies, people are easily reminded of the warning given by physicist Stephen Hawking before his death: humanity needs to control emerging technologies represented by artificial intelligence to prevent them from posing a devastating threat to human survival in the future.

Crossing the boundaries of human social laws, morals, ethics, and systems, as well as the boundaries of common human values, is a red line for the development of artificial intelligence. Just as said in "The Wandering Earth 2", there is "no civilization without humans, it's meaningless".

Guiding the development of artificial intelligence towards benevolence has become an important issue in global technology governance. Artificial intelligence must abide by ethical and value standards, enhance human welfare, respect the right to life, promote fairness and justice, and reasonably control risks. It must be placed under a governance system mechanism involving multiple parties and coordinated governance so as to shape cultural ideas and guarantee mechanisms for the benevolent development of artificial intelligence.

As a responsible major country, China will inevitably focus on increasing human welfare, the ultimate goal of all technological development, and make benefiting humanity the strongest driving force for technological innovation. From conceptual advocacy, technical support, mechanism construction, global governance, and other dimensions, China will promote technological innovation to run on a benevolent track and to progress steadily.

Currently, the world is experiencing a great transformation that has not been seen in a century. A new round of technological revolution and industrial transformation is developing deeply, and the international balance of power is undergoing profound adjustments. Historical experience shows that technological revolutions have always been able to profoundly change the world's development pattern. Some countries seize the rare opportunities presented by technological revolutions, and have rapidly enhanced their economic strength, scientific and technological capabilities, and national defense capabilities, thereby quickly increasing their overall strength.

Faced with artificial intelligence that has multiple-disciplinary and highly complex characteristics, we must focus on key core technologies, consolidate the foundation for the development of the new generation of artificial intelligence, support scientists in exploring the "no man's land" of cutting-edge AI technology, strive to achieve revolutionary and disruptive breakthroughs in the direction, theory, methods, tools, systems, and other aspects of AI development, and ensure that our country leads the theoretical research in the important field of AI, and occupies the commanding
